Britain’s view on the foreign policy of the Russian Federation since 2014 based on the UK Parliament’s materials

Abstract

Выпускная квалификационная работа посвящена изучению актуальной проблемы восприятия внешней политики РФ после 2014 г. политическими и экспертными кругами Великобритании. В качестве источников для анализа были взяты материалы британского парламента: доклады парламентских комитетов по итогам проведенных расследований; стенограммы парламентских дебатов; аналитические работы экспертов библиотеки палаты общин. В работе рассмотрена точка зрения британской стороны на причины эволюции российской внешней политики в конце XX-XXI веке; показан британский взгляд на события 2014 г. на Украине, а также цели российской политики в Крыму; выявлены взгляды парламентариев и парламентских экспертов на механизм формирования российской внешней политики, ее цели, способы реализации, влияние внутриполитической ситуации в РФ на ее действия на международной арене; проанализированы оценки британских политиков и экспертов целей политики РФ в Сирии и Ливии; изучен британский подход к методам ведения РФ информационной политики; определены взгляды британских парламентариев и экспертов на состояние британо-российских отношений и перспективы их развития. В результате исследования автор пришел к выводу, что оценка британскими политиками и экспертами внешней политики РФ после 2014 г. далека от объективности. Действия России подаются исключительно в критическом ключе. Нынешняя Россия рассматривается как конкурент в международных делах, причем учитывая ее экономические проблемы, претензии ее рассматриваются как необоснованные. По этой логике нормализация отношений Россия-Запад станет возможна только в случае отказа РФ от самостоятельной внешнеполитической линии и после ухода из политики В. В. Путина. Британская сторона полагает, что политика РФ противоречит интересам Запада. Россия называется государством, стремящимся подорвать сложившийся международный порядок и пытающимся проецировать свою мощь в ближневосточном регионе непосредственно вблизи границ ЕС.

This final qualification work is devoted to the study of the urgent problem of perception of the foreign policy of the Russian Federation after 2014 by political and expert circles in the UK. As sources for analysis were taken the materials of the British Parliament: reports of parliamentary committees based on investigations; transcripts of parliamentary debate; analytical work of experts of the library of the House of Commons. The paper considers the point of view of the British side on the causes of the evolution of Russian foreign policy at the end of the XX-XXI century; shows a British look at the events of 2014 in Ukraine, as well as the goals of Russian politics in Crimea; the views of parliamentarians and parliamentary experts on the mechanism for shaping Russian foreign policy, its goals, implementation methods, and the influence of the domestic political situation in the Russian Federation on its actions in the international arena are revealed; analyzes the assessments of British politicians and experts of the goals of the policy of the Russian Federation in Syria and Libya; studied the British approach to the methods of conducting the Russian Federation information policy; the views of British parliamentarians and experts on the state of British-Russian relations and the prospects for their development are determined. As a result of the study, the author concluded that the assessment by British politicians and experts of the foreign policy of the Russian Federation after 2014 is far from objective. Russia's actions are presented exclusively in a critical manner. Present-day Russia is seen as a competitor in international affairs, and given its economic problems, its claims are considered unfounded. According to this logic, the normalization of Russia-West relations will become possible only if the Russian Federation refuses an independent foreign policy line and after V. V. Putin leaves politics. The British side believes that the policy of the Russian Federation is contrary to the interests of the West. Russia is called a state seeking to undermine the prevailing international order and trying to project its power in the Middle East region directly near the borders of the EU.
