The participation of the European Union and the Organisation for Security and Co-operation in Europe in the resolution of regional conflicts in Abkhazia and South Ossetia

Abstract

Разрушительные войны первой половины 20 века в Европе привели к поиску путей обеспечения мира и недопущения повторения крупномасштабной войны на европейском континенте. Это обстоятельство дало энергичный импульс проекту европейской интеграции, который в течение Холодной войны успешно обезопасил Европу от войн. Исчезновение биполярной системы международных отношений и окончание Холодной войны ознаменовались появлением многочисленных конфликтов на европейской периферии, которые образовались с распадом некоторых коммунистических государств (прежде всего, Югославии и Советского Союза) и существенным образом угрожали европейской безопасности. Во многом Организация по безопасности и сотрудничеству в Европе (ОБСЕ) и Европейский союз (ЕС) оказались неготовыми к новым вызовам безопасности, что стало существенным стимулом к развитию и появлению новых инструментов для урегулирования региональных конфликтов и кризисов. На сегодняшний день ЕС и ОБСЕ являются значимыми международными акторами, обладающими различными измерениями своей внешней деятельности. Крайне важным из них является участие в урегулировании региональных конфликтов. В современных условиях ЕС и ОБСЕ оказывают значительные усилия по урегулированию конфликтов по всему миру.

The destructive wars of the first half of 20th century in Europe led to the search for ways to ensure peace on the European continent and to prevent the recurrence of a large-scale war. These historical conditions led to the start of a European integration project that successfully coped with these functions during the Cold War. The disappearance of the bipolar system of international relations and the end of the Cold War were marked by the emergence of numerous conflicts on the European periphery, which started with the collapse of some communist states (primarily Yugoslavia and the Soviet Union) and significantly threatened European security. In many ways, the Organization for Security and Co-operation in Europe (OSCE) and especially the European Union (EU) turned out to be unprepared for new security challenges, which became a significant incentive for the development of new instruments of conflict resolution. Today, the EU and the OSCE are powerful international actors that have different dimensions of their external activities. In modern conditions, the EU and the OSCE are making significant efforts to resolve conflicts around the world.
