The prospects of cooperation between Russia and the European Union under the conditions of transforming the world order towards polycentricity

Abstract

В данной работе осуществляется анализ тенденций развития международной системы и международного порядка, и с учётом комплексности подхода к изучению международных отношений выявляется значение данных тенденций для сотрудничества двух важных акторов – России и Евросоюза. В работе присутствует теоретический анализ категории «полицентричность» как наиболее адекватной для описания нарождающегося состояния миропорядка, а также выявлены перспективы развития отношений России и Евросоюза как важнейших акторов системы международных отношений и участников строительства мирового порядка, обеспечивающих организацию всей международной архитектуры. Эта роль должна стать основой формирования стратегии отношений обоих игроков друг к другу. Таким образом, рассмотрены перспективы сотрудничества России и Евросоюза исходя из их совместной структурной роли в становлении той или иной конфигурации международных отношений. Особенно значимыми для этого признаются такие показатели, как участие в формировании баланса сил различных государств и организации международного общества. Через данную перспективу преимущественно и рассматриваются возможности для развития отношений этих акторов.

This paper analyzes the trends in the development of the international system and international order, and taking into account the complexity of the approach to the study of international relations, the significance of these trends for the cooperation of two important actors - Russia and the European Union is revealed. The paper presents a theoretical analysis of the category “polycentricity” as the most adequate for describing the emerging state of the world order, and also reveals the prospects for the development of relations between Russia and the European Union as the most important actors in the system of international relations and participants in the construction of world order, ensuring the organization of all international architecture. This role should become the basis for the formation of a strategy for the relations of both players to each other. Thus, the prospects of cooperation between Russia and the European Union on the basis of their joint structural role in the formation of a particular configuration of international relations are considered. Especially significant for this are recognized indicators such as participation in the formation of the balance of power of various states and the organization of international society. Through this perspective, the possibilities for developing the relations of these actors are mainly considered.
