Territories of special organisational and legal status as a tool for tourism development

Abstract

Выпускная квалификационная работа стала результатом исследования, целью которого было определить возможности эффективного использования механизма формирования и функционирования территорий с особым организационно-правовым статусом для стимулирования развития туризма в регионе. Первая глава содержит обзор теоретико-методологических аспектов развития туризма в регионе. В том числе изучаются и разбираются основные теории развития туристских территорий; разбираются отраслевой и территориальный подходы к развитию туризма в регионе. В качестве средства развития туризма рассматривается наделение территории особым организационно-правовым статусом. Для этого анализируется зарубежный опыт создания и реализации таких территорий. Во второй главе предлагается описание и сравнение методических основ использования механизма формирования и функционирования территорий с особым организационно-правовым статусом для развития туризма в регионе, в числе которых содержание, структура и факторы действенности трех различных особых статусов территорий. В главе также анализируется практики применения механизма формирования особых экономических зон и территорий опережающего социально-экономического развития туристско-рекреационного типа в РФ, а также рассматривается потенциал зон территориального развития в развитии туризма в регионе. В третьей главе изучаются цели по приданию территориям особого статуса в стратегических документах социально-экономического развития регионов Северного экономического района. Рассматриваются налоговые льготы и преференции ОЭЗ, ТОСЭР и ЗТР, необходимых для адаптации под туристский бизнес, а также выделяются оптимальные формы особого организационно-правового статуса в выделенных регионах-субъектах.

The research is the result of a study aimed at determining the possibilities of effective use of the mechanism of formation and functioning of territories with a special organizational and legal status to stimulate the regional tourism development. The first chapter provides an overview of the theoretical and methodological aspects of regional tourism development. In particular, the main theories of the tourist territories development are studied and analyzed; industry and territorial approaches to the regional tourism development are analyzed. As a means of tourism development, the territory is considered to have a special organizational and legal status. For this purpose, the foreign experience of creating and implementing such territories is analyzed. The second chapter describes and compares the methodological bases for using the mechanism of formation and functioning of territories with a special organizational and legal status for the regional tourism development, including the content, structure and factors of effectiveness of three different special statuses of territories. The chapter also analyzes the practice of applying the mechanism for the formation of special economic zones and territories of advanced socio-economic development of the tourist and recreational type in the Russian Federation, and also considers the potential of territorial development zones in the regional tourism development. The third chapter examines the goals for giving territories a special status in the strategic documents of the regional socio-economic development of the Northern Economic Region. The tax benefits and preferences of the SEZ, TASER and ZTD necessary for adaptation to the tourist business are considered, and the optimal forms of special organizational and legal status in the selected regions are highlighted.
