dc.description.abstract | Целью данной выпускной квалификационной работы является исследование влияния общественного мнения на участие Германии в зарубежных миссиях в период 2000-2015 гг. Для достижения данной цели автор поставил следующие задачи: изучить механизм принятия решений о зарубежных миссиях в ФРГ, раскрыть позицию парламентских партий по вопросам участия Германии в зарубежных операциях (путем привлечения актуальных предвыборных документов), проанализировать взгляды и отношение немецкого общества к зарубежным операциям, рассмотреть влияние общественного мнения на принятие решений на примере конкретных операций (Афганистан, Ливия и Сирия). В фокусе внимания находятся ключевые факторы, влияющие на изменение общественного мнения, принятые правительственные решения, связанные с участием в зарубежных операциях, позиция политических партий. Отдельно рассматривается позиция Германии в рамках военных миссий в Афганистане, Ливии и Сирии. Для достижения цели исследования были привлечены официальные правительственные документы, опросы общественного мнения, проведенные исследовательскими центрами, а также программные документы парламентских партий и выступления партийных деятелей. Автор приходит к выводу, что общественное мнение играет значительную роль в принятии решений об участии в зарубежных операциях, используя средства массовой информации и возможность высказывать свою позицию посредством парламентских выборов. По мере затягивания присутствия в конфликтных регионах среди населения Германии накопилась усталость от проводимых действий, что впоследствии вело к более осторожному участию в военных мероприятиях. Правительство ФРГ стремилось ограничить масштабы операции, периодические давая публичные обещания о выводе бундесвера из зон конфликта. Общественное мнение также заставляло правительство всеми силами избегать потерь в районах боевых действий, чтобы не вызвать недовольство среди немцев. Таким образом, политическим элитам приходится тщательно продумывать свои действия в вопросах безопасности для того, чтобы избежать общественного недовольства внутри страны и вместе с этим повысить роль Германии в международных делах. | ru_RU |
dc.description.abstract | The purpose of this final qualification work is to study the influence of public opinion on the participation of Germany in foreign missions in the period 2000-2015. To achieve this goal, the author set the following tasks: to study the mechanism of decision-making on foreign missions in Germany, to reveal the position of parliamentary parties on German participation in foreign operations, to analyze the views and attitude of German society to foreign operations, to consider the influence of public opinion on decision-making on the example of specific operations (Afghanistan, Libya and Syria). The focus is on the key factors influencing the change in public opinion, government decisions related to participation in foreign operations, and the position of political parties. Germany's position in the framework of military missions in Afghanistan, Libya and Syria is considered separately. To achieve the goal of the study, official government documents, public opinion polls conducted by research centers, as well as program documents of parliamentary parties and speeches of party leaders were used. The author comes to the conclusion that public opinion plays a significant role in decision-making about participation in foreign operations, using the mass media and the opportunity to express their position through parliamentary elections. As the presence in the conflict regions was prolonged, fatigue from the actions carried out accumulated among the German population, which subsequently led to more cautious participation in military activities. The German government sought to limit the scope of the operation, periodically making public promises about the withdrawal of the Bundeswehr from the conflict zones. Public opinion also forced the government to avoid losses in the areas of combat by all means, so as not to cause discontent among the Germans. Thus, the political elites have to think carefully about their actions on security issues in order to avoid public discontent at home and at the same time increase Germany's role in international affairs. | en_GB |
