The green agenda in EU institutions: the balance of power between interest groups and their influence on environmental policy

Abstract

Данная работа посвящена рассмотрению основных акторов экологической политики Европейского союза в контексте теории групп интересов. Актуальность выбранной темы обусловлена популярностью идей "устойчивого развития" и тенденцией к более экологичному образу жизни в странах Европы. Анализ взаимодействия институтов Европейского союза и групп интересов позволяет сделать вывод, что объём располагаемых ресурсов не является определяющим фактором влияния на власть, и некоммерческие организации имеют такие же шансы на представительство своих интересов в институтах власти, как и крупный бизнес. Сегодня именно некоммерческие организации определяют направления экологической политики Европейского союза, а крупные ассоциации бизнеса стараются лишь замедлить темпы реализации новых инициатив. Успех "Европейского зелёного курса" комиссии фон дер Ляйен будет зависеть от темпов восстановления экономики Европы после кризиса, вызванного пандемией COVID-19.

The study aims at consideration of the main actors of environmental policy of the European Union in the context of the theory of interest groups. The relevance of the chosen topic is due to the popularity of the ideas of "sustainable development" and the trend towards a more eco-friendly lifestyle in European countries. An analysis of the EU institutions and interest groups interactions allows us to conclude that the amount of available resources is not a determining factor in influencing authorities, and non-profit organizations have the same chances of representation their interests as big business. Today it is non-for-profit organizations that determine the directions of the environmental policy of the European Union, and large business associations are only trying to slow down the pace of implementation of new initiatives. The success of th von der Leyen Commission's European Green Deal will depend on the pace of economic recovery in Europe following the COVID-19 crisis.
