Public Private Partnerships in the context of "digitalization"

Abstract

Целью данной работы является выявление барьеров и проблем ГЧП в контексте цифровизации и разработка соответствующих рекомендаций в двух аспектах: во-первых, когда объектом соглашения ГЧП или концессионного соглашения является информационные технологии, во-вторых, это развитие цифровых платформ и инструментов для развития ГЧП. Для этого поставлены следующие задачи: • Определить основные характеристики государственно-частного партнерства на основе анализа зарубежной и отечественной литературы • Оценить потенциал государственно-частного партнерства в сфере информационных технологий • Рассмотреть особенности законодательного регулирования государственно-частного партнерства в сфере информационных технологий в РФ • Рассмотреть особенности проектов государственно-частного партнерства в сфере информационных технологий на основе анализа зарубежной и отечественной литературы, а также на основе кейс-анализа, а именно:  Выявить специфические риски проектов государственно-частного партнерства в сфере информационных технологий  Выделить основные права и обязанности сторон соглашения о государственно-частном партнерстве  Выявить основные барьеры и проблемы развития государственно-частного партнерства в сфере информационных технологий  Выявить основные тенденции реализации проектов государственно-частного партнерства в сфере информационных технологий • Рассмотреть зарубежный опыт реализации проектов государственно-частного партнерства в сфере информационных технологий • Выявить основные направления, в которых могут быть реализованы проекты государственно-частного партнерства в сфере информационных технологий • Рассмотреть особенности платформизации сферы государственно-частного партнерства • Выявить особенности цифровых платформ для государственно-частного партнёрства • Рассмотреть зарубежный и российский опыт создания цифровых платформ для государственно-частного партнёрства • Выделить основных стейкхолдеров и определить их потребности в функциональных составляющих цифровой платформы для государственно-частного партнёрства • Составить ранжированный пул барьеров и проблем для определения их важности и актуальности по мнению участников рынка государственно-частного партнёрства • Провести анкетирование с существующими участниками рынка государственно-частного партнерства • Дать рекомендации по преодолению выявленных препятствий. Объектом исследования являются проекты в сфере информационных технологий, предметом – механизм ГЧП применимо к проектам в сфере информационных технологий. Результаты: автор выявил основные барьеры и проблемы ГЧП в контексте цифровизации и разработка соответствующих рекомендаций в двух аспектах

The purpose of this work is to identify the barriers and problems of PPP in the context of digitalization and to develop appropriate recommendations in two aspects: first, when the object of a PPP agreement or concession agreement is information technology, and second, it is the development of digital platforms and tools for the development of PPP. The object of the study is projects in the field of information technology, the subject is the PPP mechanism applicable to projects in the field of information technology.
