US foreign economic activity in liquefied natural gas markets as a mechanism of political leverage against Russia in the 21st century

Abstract

Данная работа посвящена анализу динамики развития поставок американского СПГ, на примере европейского газового рынка, в контексте обострения геополитической конфронтации между Россией и США. В теоретической части работы были проанализированы основные положения и тенденции развития современного рынка мирового СПГ, а также выделены факторы, оказывающие влияние на ценообразование в рассматриваемом сегменте и пути его инновационной трансформации на основе поиска технологических решений по пути преодоления исчерпаемости привычных месторождений газа посредством переориентации на отдаленные и труднодоступные месторождения. Во второй главе были рассмотрены факторы конкурентоспособности американского СПГ, в частности, такие геополитические аспекты как изменение международных отношений после кризиса на Украине в 2014 г., введение политических и экономических санкций на Россию в качестве механизма сдерживания агрессивной политики, проводимой Московским руководством, и ослабления распространения её влияния, в частности, и на рынках энергоресурсов. В качестве одного из последствий перечисленных факторов была обозначена разразившаяся борьба за европейские рынки сбыта между США и Россией с попеременным преимуществом обеих сторон. В третьей главе была проведена оценка нынешнего состояния региональных рынков сбыта СПГ России в сравнении с американскими, а также даны прогнозы и аргументации о возможностях и перспективах переориентации традиционных для России рынков в сторону Юго-Восточной Азии. На основании содержания работы можно заключить, что мировой рынок СПГ является местом конкурентной борьбы основных участников энергоресурсной отрасли. Особенно данный тезис правдив в отношении развертывающегося соперничества США и России за европейские рынки сбыта, а также всё более набирающие обороты по объёмам потребления рынки Юго-Восточной Азии. В заключение автором был сделан вывод, что наращивание мощностей американского СПГ и всё большая политизация энергоэкономической деятельности России будут и в дальнейшем способствовать перераспределению влияния на рынках сбыта и принятие экономически направленных решений на основе нынешней геополитической обстановки.

his paper analyzes the dynamics of the development of American LNG supplies, using the example of the European gas market, in the context of the aggravation of the geopolitical confrontation between Russia and the United States. In the theoretical part of the work, the main provisions and trends in the development of the modern global LNG market were analyzed, as well as the factors influencing pricing in the segment under consideration and the ways of its innovative transformation based on the search for technological solutions to overcome the exhaustion of familiar gas fields by reorienting to remote and hard-to-reach fields. In the second chapter, the factors of the competitiveness of American LNG were considered, in particular, such geopolitical aspects as the change in international relations after the crisis in Ukraine in 2014, the introduction of political and economic sanctions on Russia as a mechanism to deter the aggressive policy pursued by the Moscow leadership, and to weaken the spread of its influence, in particular, in the energy markets. As one of the consequences of these factors, the struggle for European markets between the United States and Russia was identified, with the alternating advantage of both sides. In the third chapter, we assessed the current state of Russia's regional LNG markets in comparison with those in the United States, as well as provided forecasts and arguments about the opportunities and prospects for reorienting traditional Russian markets towards Southeast Asia. Based on the content of the work, it can be concluded that the global LNG market is a place of competition for the main participants in the energy sector. This thesis is especially true in relation to the unfolding rivalry between the United States and Russia for European markets, as well as the increasingly gaining momentum in terms of consumption in Southeast Asia. In conclusion, the author concluded that the increase in the capacity of American LNG and the increasing politicization of Russia's energy and economic activities will continue to contribute to the redistribution of influence in the sales markets and the adoption of economically oriented decisions based on the current geopolitical situation.
