Cooperation among the USA, Republic of Korea and Japan and its impact on the security system in Northeast Asia (2017-2020)

Abstract

На протяжении всего периода партнерства США, РК и Японии в сфере обеспечения безопасности трехстороннее взаимодействие базировалось на американской трактовке вызовов безопасности в регионе и способов обеспечения безопасности. Серьезными угрозами безопасности в Северо-Восточной Азии предстает для американской политической элиты усиление влияния роли Китая в регионе и северокорейская ракетно-ядерная программа. Япония и РК солидарны с США в вопросах определения угроз, однако есть трудности с тем, что РК и Япония имеют тесные связи с КНР в экономике. Несмотря на довольно определенное представление о главных вызовах безопасности в регионе США, РК и Японии далеки от тесного взаимодействия на доверительных началах и от создания объединенной организации безопасности в АТР (ИТР), поскольку даже отношения с главным партнером РК и Японии - США, являющихся ядром трехстороннего взаимодействия, осложнено целым рядом противоречий. Любые попытки пересмотреть США свои обязательства перед союзниками и передать им больше прав на обеспечение собственной безопасности, тем самым сбросив с себя финансовое бремя встречают резкую критику и сопротивление со стороны РК и Японии. Рассматриваемый период 2017-2020 гг. обусловлен тем, что в 2017 г. происходит смена администраций сразу в двух странах – в США и РК – тем самым создавая новые условия для взаимодействия между государствами на двусторонней и трёхсторонней основе. В конце 2020 г. Премьер-министр Японии сложил с себя полномочия, а в США прошли президентские выборы, которые привели к смене Администрации США.

Throughout the entire period of partnership between the United States, Republic of Korea and Japan in the field of security, trilateral interaction has been based on the American interpretation of security challenges in the region and methods of ensuring security. For the American political elite, the growing influence of China's role in the region and the North Korean nuclear missile program appear to be serious threats to security in Northeast Asia. Japan and the ROK are in solidarity with the United States in identifying threats, but there are difficulties with the fact that the ROK and Japan have close ties with China in the economy. Despite a rather definite idea of the main security challenges in the region, the USA, ROK and Japan are far from close cooperation on a trust basis and from the creation of a trilateral security organization in the Asia Pacific (the Indo-Pacific), since even relations with the main partner of ROK and Japan - the United States, which is the core of the trilateral interaction, is complicated by a number of contradictions. Any attempts to reconsider the United States' obligations to its allies and transfer them more rights to ensure their securities, thereby throwing off the financial burden, meet with sharp criticism and resistance from the ROK and Japan. The period 2017-2020 is under review because of the change of administrations in two countries at once - the United States and the ROK - in 2017, therefore creating new conditions for interaction between states on a bilateral and trilateral basis. At the end of 2020, the Japanese Prime Minister resigned, and the US held presidential elections, which led to a change in the US Administration.
