Forms and features of the interaction between state and business in the Russian Federation (on the example of St. Petersburg Health System)

Abstract

Цель исследования заключается в выработке рекомендаций, которые могут быть использованы органами государственной власти на региональном уровне, в целях активизации использования взаимодействия государства и бизнеса в форме ГЧП для решения социально-экономических задач развития субъектов Российской Федерации на примере сферы здравоохранения в Санкт-Петербурге. Объектом исследования являются формы взаимодействия власти и частного бизнеса.Предмет исследования – механизм взаимодействия власти и бизнеса в контексте решения социально-экономических задач в сфере здравоохранения на примере г. Санкт-Петербург. В первой главе были идентифицированы формы взаимодействия власти и бизнеса и их особенности. Во второй главе выявлены задачи СЭР в сфере здравоохранения в Санкт-Петербурге, которые могут быть решены различными формами взаимодействия власти и бизнеса. В третьей главе определены факторы, которые должны оказывать благоприятной воздействие на организацию взаимодействия власти и бизнеса в форме ГЧП, а также препятствующие возникновению взаимодействия между властью и бизнесом в форме ГЧП. Результатом работы стала выработка рекомендаций по активизации взаимодействия власти и бизнеса в сфере здравоохранения в Санкт-Петербурге в форме ГЧП.

The purpose of the study is to develop recommendations that can be used by state authorities at the regional level, in order to enhance the use of government-business interaction in the form of PPPs to solve the socio-economic problems of the development of the constituent entities of the Russian Federation using the example of the healthcare sector in St. Petersburg. The object of the study is the forms of interaction between government and private business. The subject of the study is the mechanism of interaction between government and business in the context of solving socio-economic problems in the healthcare sector, using the example of St. Petersburg. In the first chapter, forms of interaction between government and business and their features were identified. The second chapter identifies the objectives of the SRS in the field of healthcare in St. Petersburg, which can be solved by various forms of interaction between government and business. The third chapter identifies factors that should have a beneficial effect on the organization of interaction between government and business in the form of PPP, as well as preventing the emergence of interaction between government and business in the form of PPP. The result of the work was the development of recommendations on enhancing the interaction of government and business in the healthcare sector in St. Petersburg in the form of PPPs.
