Management of contributions for the non-working population to the Federal Compulsory Health Insurance Fund

Abstract

Актуальность темы выпускной квалификационной работы (ВКР) связана с тем, что с 2019 г. в Российской Федерации изменилась форма расчета по страховым взносам на обязательное медицинское страхование (ОМС) неработающего населения в Федеральный фонд ОМС (ФФОМС). В связи с этим, существенно увеличились затраты на ОМС неработающего населения практически во всех субъектах РФ, в особенности в Москве и Санкт-Петербурге, Московской и Ленинградской областях. Результатом ВКР стал разработанный комплекс мер по управлению региональными взносами за неработающее население в Федеральный Фонд ОМС, содержащий рекомендации по совершенствованию законодательного регулирования расчета тарифа на ОМС неработающего населения и сокращению численности нерабочего населения в регионе. Предложенные рекомендации были согласованы с ТФОМС ЛО, Комитетом по труду и занятости Санкт-Петербурга и направлены в Медицинский информационно-аналитический центр Санкт-Петербурга.

In 2019, the Russian-wide change in the calculation method of the Federal Compulsory Health Insurance Fund premiums for the compulsory health insurance of the non-working population has attributed significant contemporary relevance to this bachelor thesis topic. After the change of the calculation method, the cost of compulsory medical insurance for the non-working population in the majority of regions of the country has increased significantly, with a particularly high increase in St. Petersburg and Leningrad Region. The goal of this research had been to develop a set of regional measures to decrease the financial burden from health care costs on the non-working population insured under the Federal Compulsory Health Insurance Fund. Conclusively, the research outlines practice-oriented recommendations validated by the Leningrad Region’s Compulsory Health Insurance Fund, the Committee on Labor and Employment of St. Petersburg and the Medical Information and Analytical Center of St. Petersburg.
