Affordable Housing in the Context of the Labour Issue: a Case Study of St.Petersburg in the Early 20th Century

Abstract

В исследовании представлен анализ проектов по решению жилищной проблемы, которые разрабатывались в Санкт-Петербурге в начале XX в. На материалах периодики и профессиональных архитектурных публикаций были рассмотрены возведенные и оставшиеся на бумаге жилые комплексы для рабочих. Особое внимание было уделено анализу работы правительства в сфере поддержки доступного строительства. Наиболее пристальному рассмотрению была подвергнута нереализованная пятая статья «О поощрении дешевых и здоровых жилищ» законопроекта по изменению рабочего законодательства, разработанного в Министерстве торговли и промышленности. На основании анализа сопроводительных материалов и ранних публикаций автора документа В. П. Литвинова-Фалинского, удалось посмотреть на российскую страховую систему 1912 г., как на фундамент будущего улучшения положения рабочего класса.

The paper presents an analysis of projects that intended to solve the housing problem, undertaken in St. Petersburg in the early XX century. Residential complexes for workers that had been implemented and remained on paper were considered on the materials of periodicals and professional architectural publications. Special attention was paid to the analysis of the government's work in the field of affordable construction assistance. The closest consideration was given to the non-realized fifth article "On the encouragement of cheap and healthy housing" of the bill, which had supposed to change the working legislation developed in the Ministry of Trade and Industry. Based on the examination of supporting materials and early publications of V. P. Litvinov-Falinsky, who was the author of the document, we managed to look at the Russian insurance system of 1912 in a new way, as a foundation for future improvement of the working-class position.
