Communication between authorities and society in the cultural sphere: A crisis aspect

Именно поэтому наиболее важным представляется рассмотрение технологий взаимодействия власти и общества в сфере культуры, в частности, кризисных коммуникаций. При этом особую актуальность приобретает систематизация и классификация зарубежных практик такого взаимодействия. Объектом дипломной работы является коммуникация между властью и обществом в сфере культуры. Предметом исследования выступают технологии, в том числе кризисные, практикуемые в процессе коммуникации между властью и обществом. Цель исследования – выявить характерные особенности коммуникации власти и общества в сфере культуры. Достижение поставленной цели потребовало решения следующих задач: • определения наиболее актуальных проблем коммуникативного дискурса власти и общества в сфере культуры; • изучения основных нормативно-правовых актов, регулирующих деятельность организаций культуры и искусства; • систематизации и классификации мировых практик взаимодействия власти и общества в данной сфере; • описания на основании российского и зарубежного опыта современных технологий, применяемых в процессе взаимодействия власти и общества; • выявления и описания технологии кризисных коммуникаций в сфере культуры. Методами решения данных задач выступили: • анализ документов, нормативно-правовых актов и специальной литературы, посвященной исследованиям процесса коммуникации власти и общества в сфере культуры, • метод экспертного интервью, • метод кейс-стади, • сравнительный анализ. Теоретическая база исследования включает работы российских и зарубежных специалистов в области изучения коммуникации власти и общества в сфере культуры, а также кризисных коммуникаций: Д. Бэлл, К. Уокли, В. Александер М. К. Фирн-Бэнкс, Т. Кумбс, Д. Холадей, М. Байнова, Н. Медведева, Ю. Рязанцева, Д. Спивак, А. Голобородько. Эмпирическую базу исследования составили материалы сборников и культурных проектов, публикации российских и зарубежных информационных агентств, а также средств массовой информации: «Ведомости», «РБК», «Euronews», «Euromag».

That is why it is important to considerate technologies for interaction between government and society in the field of culture, in particular, crisis communications. Besides, the systematization and classification of foreign practices of such interaction become particularly relevant. The subject of the thesis is communication between the authorities and society in culture. The subject of the research is technologies, including crisis ones, which are practiced in the process of communication between power and society. The purpose of the research is to reveal the features of communication between the authorities and society in the field of culture. Achieving this goal requires the following tasks: • to define the most acute problems of the communicative discourse upon the authorities and society in culture; • to study the basic legal acts that regulate activity of the organizations of culture and art; • to systematize and classify worldwide practices of interaction between government and society in this field; • to describe the basis of russian and foreign experience of modern technologies that is used in the process of interaction between government and society; • to identify and describe the technology of crisis communications in the issue of culture. Methods of solving these problems are: • analysis of documents, literature that are specialized on the research of the process of communication of power and society in culture; • method of expert interview; • case-study method; • comparative analysis. The theoretical base of the research includes the work of russian and foreign specialists about communication between government and society in the sphere of culture, as well as crisis communications: D. Bell, K. Walkley, V. Alexander, M. Firn-Banks, T. Kumbs, D. Holaday, M. Baynova, N. Medvedev, Y. Ryazantseva, D. Spivak, A. Goloborodko. The empirical base of the research is compiled by materials of collections and cultural projects, publications of russian and foreign news agencies, as well as mass media: Vedomosti, RBC, Euronews, Euromag.
