The Competition Between Health Insurance Organization in the Mandatory Health Insurance System of the Russian Federation

Abstract

Международные эксперты считают, что наличие конкуренции между страховыми медицинскими организациями приводит к повышению качества оказания медицинской помощи, однако её текущее состояние в Российской Федерации и воздействие на систему здравоохранения является неоднозначным. Неспособность страховых медицинских организаций в Российской Федерации выступать в качестве рациональных и информированных покупателей медицинской помощи многократно отмечалась в научной литературе и в выступлениях представителей общественности. Таким образом, недостаточная степень проработанности указанных проблем подтверждает актуальность темы исследования и необходимость их решения, что предопределило цель и задачи работы.

International experts believe that the presence of competition between insurance medical organizations leads to an increase in the quality of medical care, but its current state in the Russian Federation and the impact on the health system is ambiguous. The inability of insurance medical organizations in the Russian Federation to act as rational and informed buyers of medical care has been repeatedly noted in the scientific literature and in the speeches of public representatives. Thus, the insufficient degree of development of these problems confirms the relevance of the research topic and the need to solve them, which determined the purpose and objectives of the work.
