State policy of the Internet regulation in Russia

Abstract

Представленная выпускная квалификационная работа посвящена определению основных тенденций и проблем государственной политики регулирования сети Интернет в России. Для этого рассматриваются теоретические подходы к пониманию сети Интернет, зарождение информационно-коммуникационных технологий в рамках становления информационного общества. Проводится наблюдение за изменениями нормативно-правовой базы в сфере регулирования интернет-отношений в России и выявляются основные аспекты этого регулирования. Обосновываются проблемы государственного регулирования сети Интернет на примере конфликта Роскомнадзора и мессенджера Telegram.

The presented final qualifying work is devoted to the definition of the main trends and problems of the state policy of regulation of the Internet in Russia. To this end, theoretical approaches to the understanding of the Internet, the emergence of information and communication technologies as part of the development of the information society are examined. We are monitoring changes in the regulatory and legal framework in the sphere of regulation of Internet relations in Russia and identify the main aspects of this regulation. The problems of state regulation of the Internet network are substantiated based on the example of the Roskomnadzor conflict and the Telegram messenger.
