Improvement of organizational and administrative methods of management of the regional contract system in the area of goods and services procurement and employment

Abstract

В данной выпускной квалификационной работе рассматриваются проблемы управления контрактной системой в сфере закупок товаров, работ, услуг на примере регионального сегмента. Цель выпускной квалификационной работы – на основе теоретического анализа подходов к организационно-распорядительным методам управления контрактной системой и современного механизма проведения государственных закупок в государственных областных образовательных учреждениях Новгородской области разработать комплексные предложения по его совершенствованию. Объект исследования – механизм осуществления и процессы управления закупками в департаменте образования и молодежной политики Новгородской области и подведомственных ему государственных образовательных учреждениях. В работе рассмотрена сущность закупок для обеспечения государственных нужд, история возникновения и принципы их осуществления, проанализировано нормативно-правовое обеспечение государственных и муниципальных закупок для государственных и муниципальных нужд, способы конкурентных закупок и их особенности, зарубежный опыт, осуществлен сбор и систематизация информации о новациях в региональной системе закупок, проанализированы результатов применения организационно-распорядительных методов в региональной контрактной системе. По результатам исследований автором выявлены проблемы и трудности управления контрактной системой, а именно высокий уровень коррупции и бюрократии, отсутствие механизмов управления временными ресурсами, неэффективность государственных закупок в соотношении цены и качества поставляемых товаров, оказываемых услуг, выполняемых работ, недостаточная интеграция контрактной системы в информационное пространство, избыточная нормативная нагрузка, низкая квалификация кадрового состава контрактных служб. С целью решения выявленных проблем на основе анализа зарубежного опыта предложено пересмотреть и модернизировать алгоритм проведения государственных закупок в направлении его цифровизации с применением инновационных технологий и методов цифровой экономики, дифференцировать штрафные санкции за нарушение законодательства в сфере государственных закупок в зависимости от уровня финансовой обеспеченности конкретного специалиста, занятого в сфере государственных закупок, проанализировать всю существующую нормативную базу и систематизировать её, стандартизировать и нормировать закупочную деятельность в части простых закупок, адаптировать организационно-распорядительные методы управления к особенностям системы государственных закупок. В работе также проведен анализ результатов внедрения предложенных путей решения проблемы и разработаны рекомендации по эффективной их интеграции в существующую контрактную систему страны. Результат выпускной квалификационной работы расширяет знания о методах и подходах к изучению системы управления контрактной системой и решении проблем, связанных с процессом проведения государственных закупок.

The graduation qualification work is devoted to the problems of contract management in the sphere of procurement of goods, works and services on the example of the regional segment. The goal of the graduation qualification work is to develop the complex proposals on improvement of contract system based on a theoretical analysis of the approaches to the organizational and administrative methods of contract management and the modern mechanism of public procurement in state regional educational organizations of the Novgorod region. The object of the research is a mechanism of contract system and the processes of procurement management in the Department of Education and Youth Policy of the Novgorod region and its subordinate state educational organizations. The work is reviewed the essence of the procurement to ensure state needs, it’s history and the principles of their development, analyzed the normative and legal base for state and municipal procurement to ensure state and municipal needs, the methods of competitive procurement and their characteristics, foreign experience, collected and systematized information about innovations in the regional procurement system, analyzed the results of the application of organizational and administrative methods in the regional procurement system. According to the results of the research such problems and difficulties of the contract management were identified, as the high level of corruption and bureaucracy, the lack of managing mechanisms of temporary resources, inefficiency of public procurement in the ratio of the price and quality of the supplied goods, provided services, performed work, insufficient integration of the contract system into the informational space, excessive normative workload and low qualification of the staff of contract services. In order to solve the identified problems based on the analysis of foreign experience the author proposes to revise and modernize the algorithm of public procurement in the framework of its digitalization with the use of innovative methods and technologies of digital economy, differentiate penalties for violation of legislation in the field of public procurement depending on the level of financial condition of a certain specialist engaged in public procurement, analyze and systematize all existing regulatory framework, standardize and normalize the procurement activity in the part of simple purchases, to adapt organizational and administrative management methods to the specifics of the public procurement system. Author of this research also analyzes the results of implementing proposed solutions to the problem and developed recommendations for their effective integration into the existing contractual system of the country. The result of the graduation qualification work expands the knowledge of methods and approaches to studying of the contract management system and solving problems related to the process of public procurement.
