The influence of public policy on corruption practices in public procurement in the Russian Federation

Abstract

В данной выпускной квалификационной работе рассматривается проблема высокого уровня коррупции в сфере размещения государственного заказа в Российской Федерации. Целью исследовательской работы является исследование взаимосвязей между государственной политикой и видами и масштабами коррупции в сфере размещения государственного заказа в Российской Федерации. Для этого путём анализа различных типологий коррупционного поведения была выявлена наиболее актуальная, наиболее полно отражающая масштаб и разнообразие коррупционных действий по причинам и условиям её возникновения; сделаны выводы о характере и направлении политики государственного регулирования сферы размещения государственного заказа в России; были проанализированы достоинства и недостатки электронного аукциона, а также рассмотрена проблема негативных последствий внедрения данного инструмента размещения госзаказа как основного в Российской Федерации. Также в практической части работы были определены и продемонстрированы на конкретных примерах из закупочной деятельности российских государственных органов и учреждений города Санкт-Петербурга подходы, с помощью которых возможно выявление случаев коррупционного поведения. В заключение были представлены рекомендации по изменению государственной политики в сфере размещения госзаказа в РФ.

This graduation qualification work examines the problem of high level of corruption in the sphere of public procurement in the Russian Federation. The aim of the research is to investigate the relationship between public policy and the types and extent of corruption in the area of ​​public procurement in the Russian Federation. For this purpose, by analyzing various typologies of corruption behavior, the most relevant, most fully reflecting scale and variety of corruption actions was revealed for reasons and conditions of its occurrence; conclusions were drawn on the nature and direction of the state regulation policy of the sphere of public procurement in Russia; the advantages and disadvantages of the electronic auction were analyzed, aw well as the problem of the negative consequences of the introduction of this instrument of state order placement as the main one in the Russian Federation. Also in the practical part of the work, approaches were identified and demonstrated on concrete examples from the procurement activities of Russian state bodies and institutions in the city of St. Petersburg, with the help of which it is possible to identify cases of corruption behavior. In conclusion, recommendations were presented on the change of state policy in the sphere of state order placement in the Russian Federation.
