Informantion support in healthcare system reforms in the USA and the Russian Federation: Comparative analysis

Abstract

В рамках данного исследования были выявлены особенности информационного сопровождения реформ здравоохранения в США и РФ, выраженных в публичном официальном и неофициальном дискурсах. В качестве методологической основы исследования выступает системный и сравнительный анализ, так как именно в рамках данных научных подходов в полной мере можно достичь поставленной цели и решить поставленные задачи. В качестве метода исследования был использован контент-анализ. Эмпирическую базу исследования составили публикации «Российской Газеты», транслирующей государственный (официальный) дискурс, и частной газеты «Известий». С учетом специфики организации деятельности СМИ в Соединенных Штатах, где отсутствует официальная пресса, для исследования дискурса власти были взяты пресс-релизы с сайтов государственных институтов, а также «The New York Times», как независимая и одна из наиболее популярных общественно-политических газет в США. Всего было проанализировано 783 публикации. В результате сравнительного анализа был сделан вывод о том, что информационное сопровождение реформы здравоохранения в США является более четким и занимает больший объем информационного пространства, в то время как информационное сопровождение в РФ занимает не соответствующий своей социально-политической значимости объем в рамках публичной дискуссии и является неконкретным. Научная новизна работы заключается в том, что тема информационного сопровождения реформирования систем здравоохранения в Российской Федерации и США до настоящего времени не становилось предметом специальных научных исследований, что также подтверждает актуальность исследуемой проблемы. Практическая значимость данного исследования определяется возможностью применить полученные в ходе работы информацию и результаты для дальнейших теоретических и практических разработок в сфере информационного сопровождения реформы здравоохранения Российской Федерации.

As part of this study, the specifics of the information support of health care reforms in the US and Russia, expressed in public official and unofficial discourses, were revealed. As a methodological basis for the study is a systematic and comparative analysis, since it is within the framework of these scientific approaches that the goal can be achieved to the full and solve the tasks set. As a method of research, content analysis was used. The empirical basis for the study was the publication of the «Rossiyskaya Gazeta», which broadcasts the state (official) discourse, and the private newspaper «Izvestia». Given the specifics of the organization of media activities in the United States, where there is no official press, government press discourses have been taken from the websites of state institutions, as well as «The New York Times», as an independent and one of the most popular social and political newspapers in the country USA. A total of 783 publications were analyzed. As a result of the comparative analysis, it was concluded that the information support for health care reform in the United States is more clear and takes up more information space, while information support in the Russian Federation is inconsistent with its socio-political significance within the framework of a public discussion and is Non-specific. The scientific novelty of the work is that the topic of information support for the reform of health care systems in the Russian Federation and the United States has not so far been the subject of special scientific research, which also confirms the relevance of the problem under study. The practical importance of this study is determined by the ability to apply the information and results obtained in the course of the work for further theoretical and practical developments in the field of information support for health care reform in the Russian Federation.
