Implementation of energy strategy of Russia – choosing priority projects based on international experience

Abstract

The master thesis is dedicated to the implementation of Energy Strategy of Russia 2030 and, in particular, to definition of a tool to structure the process of projects selection in line with the Strategy. Analytical modeling was used to create a framework – graph “Strategy fit-implementation” – that can be used to assess the projects by their fit to the Strategy and develop an algorithm to plan implementation with maximum return on the resource investment. An example of the tool application is provided in the thesis – 9 significant energy projects were analyzed using the suggested methodology. Usage of the tool simplifies and structures the process of projects selection in line with the Strategy. The framework can be used in private sector as well as in public.
