Public private partnerships in Russia: Trends, challenges, opportunities and solutions for international business

Abstract

The main aim of this research is to define the opportunities and challenges for international business for investment into Russian public – private partnerships projects, and draw recommendations on possible strategies of such investment. Research has the following objectives: Explore the discourse on PPPs, regarding its notion and types Define general global opportunities and challenges of PPP projects Discover PPPs experiences and key solutions for private participation in PPPs Define the opportunities and problems of PPPs in Russia; Investigate existing PPP projects in Russia Develop the guidelines for investor participation in PPP projects in Russia. During the research we define the current trend of the development of PPPs in Russia that lays lays the increasing amount of regional projects, the increasing need of their complex and fast structuring. Where the term “Complex structuring” means orientation to illumination of not only legal and economic but also organizational barriers for PPPs projects launch. Also we defined market and non-market opportunities and challenges, and finally. And finally we developed 4 possible strategic guidelines for private investors, who want to participate in Public – Private Partnerships in Russia.
