Crime in the field of gambling and the fight against it in Petrograd–Leningrad. 1917 – 1920s

Abstract

В исследовании рассматриваются вопросы взаимодействия власти и индустрии азартных игр, борьбы государства с преступлениями в игорной сфере. Хронологические рамки исследования включают этап существования царской власти до 1917 г, деятельность Временного правительства, а также политику большевиков 1920-х гг. В данной работе дана характеристика деятельности государства по правовому регулированию сферы азартных игр на различных этапах ее развития в начале XX века. Кроме того, дано описание различных категорий преступлений, связанных с организацией и проведением азартных игр в Петрограде в исследуемый период. Актуальность данной работы определяется крайне фрагментарной изученностью и отсутствием обобщающих работ по изучению преступлений в сфере азартных игр в России.

The study addresses issues of interaction between government and the gambling industry, the state's struggle against crimes in the gambling sphere. The chronological scope of the study includes the stage of the existence of the tsarist power until 1917, the activities of the Provisional Government, as well as the policy of the Bolsheviks of the 1920s. In this paper, a description of the state's activities on the legal regulation of the sphere of gambling at various stages of its development at the beginning of the 20th century is given. In addition, the description of various categories of crimes related to the organization and conduct of gambling in Petrograd in the period under investigation is described. The relevance of this work is determined by the extremely fragmented study and the absence of generalized works on the study of crimes in the sphere of gambling in Russia.
