Analysis of the effectiveness of the Red books and Red lists (case-study, territory of Saint-Petersburg and Leningradskaya oblast)

Работа посвящена выяснению эффективности красных книг и красных списков как рабочего инструмента охраны редких и находящихся на грани исчезновения видов. В исследовании приводится сравнение красных книг и списков, действующих на территории Санкт-Петербурга и Ленинградской области, их шкал категорий статусов редкости, перечней видового состава, структуры, названий и систематики таксонов. Также рассматривается реализация природоохранного законодательства и практическое применение красных книг и списков на основе трех случаев оказания негативного воздействия на охраняемые виды: уничтожения пресноводных моллюсков Margaritifera margaritifera в реке Пейпии на территории заказника Котельский, разрушения подземных убежищ летучих мышей у посёлка Телези в ходе строительства нового шоссе, изъятия из естественного местообитания кустарника восковника болотного Myrica gale в зоне строительства Западного скоростного диаметра. Работа выполнена на 85 страницах, содержит 16 рисунков, 4 таблицы, 5 приложений.

The study focuses on evaluation of the effectiveness of the red books and red lists as a working tool for protection of rare and endangered species. The red books and lists, which are in function over the territory of St. Petersburg and the Leningrad region, have been compared in respect of categories of species assessments including species, structure, species names and taxonomy. The implementation of environmental legislation and practical application of the red books and lists was estimated on the basis of three cases of negative anthropogenic influence upon protected species: the extermination of freshwater mollusks Margaritifera margaritifera in the Pepia river flowing through wildlife sanctuary Kotelsky, the destruction of underground shelters for bat hibernacula during construction of a new road, the damage of plants Bog-myrtle Myrica gale in a zone of the new road “Zapadny skorostnoy diametr”. The manuscript contains 85 pages including 16 pictures, 4 tables, 5 apps.
