Concept of "Global Britain" in the Indo-Pacific region: problems and prospects

Abstract

После проведения референдума в 2016 г. правительство Великобритании начало формировать новую внешнеполитическую и оборонную концепцию под общим названием «Глобальная Британия». Окончательно эта концепция была оформлена в 2021 г., с опубликованием основных официальных документов. В рамках этой концепции Великобритания провозгласила значимость роста присутствия в Индо-Тихоокеанском регионе (ИТР) и активизировала в нем свою деятельность, оказывая в большей или меньшей степени влияние на региональную безопасность. Однако с учетом мало изученности данного направления внешней политики Великобритании в отечественной и зарубежной литературе, особенно актуальным представляется обратиться к исследованию данного вопроса для определения особенностей, проблем и перспектив британской индо-тихоокеанской политики и ее отношений с ключевыми акторами региона. Работа была проведена в рамках концептуальных положений теорий неореализма и сравнительного регионализма с использованием методов анализа документов, контент-анализа выступлений официальных лиц Великобритании, ивент-анализа политики Великобритании в ИТР и метода построения сценариев и ситуационного анализа. В результате исследования были выявлены концептуальные основы и особенности концепции «Глобальная Британия», обозначены приоритетные направления политики Великобритании в ИТР, определены особенности и проблемы взаимоотношений с Содружеством и ключевыми акторами ИТР, выявлены ключевые факторы, препятствующие реализации политики в ИТР, а также предоставлены сценарии будущего развития политики Великобритании в ИТР начиная с текущего 2024 г.

After the referendum in 2016, the British government began to form a new foreign policy and defense concept under the general name of “Global Britain”. This concept was finalized in 2021, with the publication of key official documents. As part of this vision, Britain proclaimed the importance of a growing presence in the Indo-Pacific region and intensified its activities there, influencing regional security to a greater or lesser extent. However, given the little studied of this direction of the UK foreign policy in the domestic and foreign literature, it seems particularly relevant to turn to the study of this issue to determine the features, problems and prospects of the British Indo-Pacific policy and its relations with the key actors of the region. The work was conducted within the conceptual framework of the theories of neorealism and comparative regionalism using the methods of document analysis, content analysis of speeches of British officials, event analysis of British policy in the Indo-Pacific region and the method of scenario construction and situational analysis. As a result of the study, the conceptual foundations and features of the concept of “Global Britain” were identified, the priority directions of the UK policy in the Indo-Pacific region were outlined, the peculiarities and problems of relations with the Commonwealth and key actors in the Indo-Pacific region were determined, the key factors hindering the implementation of the policy in the Indo-Pacific region were revealed, and scenarios of future development of the UK policy in the Indo-Pacific region starting from the current year 2024 were provided.
