Mechanisms of investment cooperation between China and West African countries in the energy sector

Abstract

В исследовании выявлено, что инвестиционное сотрудничество Китая со странами Восточной Африки в энергетической сфере, как ускоряет индустриализацию развивающихся экономик региона, так и способствует экономической модернизации Китая посредством экспорта капитала в развивающиеся страны и импорта энергоносителей. Раскрыты концептуальные основы энергетической политики КНР на современном этапе, а именно выделение Китаем энергетической безопасности как основы развития и модернизации его экономики. Выявлен ресурсный потенциал стран Восточной Африки, значение минерально-сырьевого комплекса региона для перехода Китая на новый энергетический уровень с возобновляемыми источниками энергии. Систематизированы подходы к инвестированию китайских ТНК на рынке Восточной Африки, а также важность государственной поддержки ТНК для реализации различных проектов в Африке. Согласно количеству реализуемых проектов, выданных кредитов и накопленных ПИИ в странах ВА выявлено, что данный регион является одним из приоритетных для Китая на сегодняшний день. Доказана взаимосвязь инициативы «Один пояс – один путь» и перехода КНР к низкоуглеродной экономике. Выделены преимущества и недостатки основных энергетических проектов Китая в ВА и их влияние на индустриализацию африканских стран. Раскрыты эффективность, потенциал и главные проблемы китайско-африканского сотрудничества. Доказано, что, несмотря на растущее долговое бремя африканских стран, Китай не является «неоколонизатором», пытающимся загнать страны в «долговую ловушку», а наоборот нацелен на решение данной проблемы и взаимовыгодное сотрудничество в энергетической сфере.

The study revealed that China's investment cooperation with East African countries in the energy sector both accelerates the industrialization of the region's developing economies and contributes to China's economic modernization through the export of capital to developing countries and the import of energy resources. The conceptual foundations of China's energy policy at the present stage are revealed, namely, China's emphasis on energy security as the basis for the development and modernization of its economy. The resource potential of the countries of East Africa and the importance of the region's mineral and raw materials complex for China's transition to a new energy level with renewable energy sources have been identified. The approaches to investing by Chinese TNCs in the East African market are systematized, as well as the importance of government support for TNCs for the implementation of various projects in Africa. According to the number of projects being implemented, loans issued and FDI accumulated in Eastern Europe countries, it has been revealed that this region is one of the priorities for China today. The relationship between the One Belt and One Road initiative and China’s transition to a low-carbon economy has been proven. The advantages and disadvantages of China's main energy projects in Eastern Europe and their impact on the industrialization of African countries are highlighted. The effectiveness, potential and main problems of Chinese-African cooperation are revealed. It has been proven that, despite the growing debt burden of African countries, China is not a “neo-colonialist” trying to drive countries into a “debt trap”, but rather aims to solve this problem and mutually beneficial cooperation in the energy sector.
