Introduction of competitive practices into German federalism co-operation model

Abstract

В работе представлен анализ немецкого федерализма в 21 веке с учётом его истории с 1959 года. Работа является продолжинием дискуссии, возникшей в научных кругах в 2000-е годы о возможной смене федеративной модели в ФРГ в связи с начатой в 2006 году реформой. Представлена попытка передозировать историю его становления и на основе созданной системы конституционных индикаторов определить его текущий статус.

This paper analyses German federalism in the 21st century, taking into account its history since 1959. The paper is a continuation of the discussion that emerged in academic circles in the 2000s about the possible change of the federal model in the FRG in connection with the reform initiated in 2006. An attempt to overdetermine the history of its formation and, on the basis of the created system of constitutional indicators, to determine its current status, as well as to give forecasts of its further development is presented.
