Sociological Analysis of UN Sustainable Development Goals: Features of the Chinese Trend

Abstract

Как и все страны мира Китай реализует курс ООН на достижения Целей устойчивого развития. В целом страна достигла больших успехов, что не всегда достаточно высоко оценивается экспертами ООН. Они не принимают в расчет особую значимость для страны роста экономики, а также не высокий начальный уровень социальных показателей (на начало 2000 г.) В первой главе представлен обзор докладов исследователей Римского клуба, озвучены некоторые теоретические работы китайских ученых. Во второй главе описан ход институционализации процессов внедрения идей ЦУР в практику социально-хозяйственной жизни, а также особенности механизма управления им в стране. В третьей главе приведены результаты прикладных (учебных) исследований: анкетирования населения (100 анкет) и двух фокус-групп со студентами СПбГУ с целью выявления уровня осведомленности людей о ЦУР и политике правительства на устойчивое развитие. Итог исследований: почти никто не слышал о курсе ООН (1), кое-кто знает о политике правительства на устойчивое развитие (2), но большинство осознает серьезность проблем, особенно экологических, и пытается изменить свои поведенческие практики: экономить воду, не применять без нужды не разлагаемые товары из пластмассы, участвовать в субботниках по высадке деревьев, собирать раздельно мусор и т.д.

Like all countries in the world, China is implementing the UN policy to achieve the Sustainable Development Goals. In general, the country has achieved great success, which is not always highly regarded by UN experts. They do not take into account the special significance of economic growth for the country, as well as the low initial level of social indicators (at the beginning of 2000). The first chapter provides an overview of the reports of researchers from the Club of Rome, and some theoretical works of Chinese scientists are presented. The second chapter describes the progress of institutionalization of the processes of introducing SDG ideas into the practice of social and economic life, as well as the features of the mechanism for managing it in the country. The third chapter presents the results of applied (student) researches: a population survey (100 questionnaires) and two focus groups with St. Petersburg State University students in order to identify the level of people’s awareness of the SDGs and government policies for sustainable development. The result of the research: almost no one has heard about the UN course (1), some know about the government’s sustainable development policy (2), but the majority are aware of the seriousness of the problems, especially environmental ones, and are trying to change their behavioral practices: save water, do not use needs non-degradable plastic goods, participate in tree planting cleanups, collect waste separately, etc.
