The Relevant Trends of the Cultural and Humanitarian Cooperation of the Russian Federation and the Kingdom of Spain. 2014-2019

Abstract

Актуальность исследования обусловлена растущей значимостью культурно-гуманитарного сотрудничества в международных отношениях и внешней политике Российской Федерации, в частности. На это прямо указывает содержание последних основополагающих внешнеполитических концепций: Концепции гуманитарной политики Российской Федерации за рубежом и Концепция внешней политики Российской Федерации 2023 года. Кейс культурно-гуманитарного сотрудничества Российской Федерации и Королевства Испании представляет особый интерес, в первую очередь, потому что отношения государств уже претерпевали ряд кризисов и последующих обновлений, «возрождений» активных, взаимовыгодных культурных и научных обменов. Проанализировав направления, формы и результаты сотрудничества наших стран в «предкризисный» период (2014-2019гг.) возможно станет выработать стратегию восстановления отношений, локомотивом которого вполне может стать культурно-гуманитарное сотрудничество. В будущем Королевство Испания вновь могло бы стать надежным и стабильным партнёром РФ, а анализ отношений в изучаемый период поспособствует формированию новых взаимовыгодных внешнеполитических решений, сближению научных политических кругов, росту академических обменов и взаимному признанию культурных достижений. Санкции – тот фактор, что осложняет выстраивание эффективного партнерства государств, именно поэтому важно понимать, насколько велико было влияние санкций на Российско-испанские отношения в 2014–2019 гг., как страны находили точки соприкосновения в условиях противоречий и, наконец, какую роль может здесь сыграть культурно-гуманитарное сотрудничество. Цель: выявить основные тенденции развития российско-испанского гуманитарного сотрудничества в 2014–2019 гг. Задачи: 1. Проследить процесс становления культурно-гуманитарного сотрудничества России и Испании; 2. Проанализировать договорную базу российско-испанского гуманитарного сотрудничества; 3. Определить ключевых акторов культурно-гуманитарного сотрудничества России и Испании на различных уровнях и проанализировать их вклад в сотрудничество двух держав в 2014–2019 гг. 4. Определить основные направления и формы культурно-гуманитарного сотрудничества России и Испании в 2014–2019 гг. и проследить динамику развития отношений по данным направлениям. Объектом исследования являются культурные связи Российской Федерации и Испании в период с 2014 по 2019 год. Предмет исследования – содержание, формы и направления реализации российско-испанского сотрудничества в сфере гуманитарного сотрудничества. Научная новизна исследования состоит в определении форм и объемов сотрудничества двух стран по уровням взаимодействия (правительственный-институциональный-народная дипломатия), а также определении основных тенденций в направлениях сотрудничества в сфере популяризации национальных языков, образования и науки, культурного туризма при помощи метода ивент-анализа. В рамках данного исследования рассмотрены основы, формы и инструменты развития российско-испанского культурно-гуманитарного сотрудничества и их эволюция, определены основные тенденции культурно-гуманитарного сотрудничества в 2014-2019 гг. Выявлены основные форматы и направления мероприятий ведущих акторов культурно-гуманитарного сотрудничества, проанализирована роль российской диаспора в сотрудничестве двух государств, динамика распространения испанского языка в России и русского в Испании, а также основные тенденции научно-образовательного сотрудничества и туризма. Результаты представлены в виде сводных таблиц в приложениях к работе.

The relevance of the research is based on the growing importance of cultural and humanitarian cooperation in international relations and foreign policy of the Russian Federation, in particular. This fact is directly indicated by the content of the latest fundamental foreign policy concepts: the Concept of Humanitarian Policy of the Russian Federation Abroad and the Concept of Foreign Policy of the Russian Federation (2023). The case of cultural and humanitarian cooperation between the Russian Federation and the Kingdom of Spain is of particular interest, first of all, because the relations of the states have already undergone a number of crises and subsequent updates, "revivals" of active, mutually beneficial cultural and scientific exchanges. Having analyzed the directions, forms, and results of cooperation between our countries in the "pre-crisis" period (2014-2019) would develop a strategy for restoring relations, the locomotive of which may be cultural and humanitarian cooperation. In the future, the Kingdom of Spain could once again become a reliable and stable partner of the Russian Federation, and the analysis of relations during the study period will contribute to the formation of new mutually beneficial foreign policy decisions, the rapprochement of scientific and political circles, the growth in academic exchanges and mutual recognition of cultural achievements. Sanctions are a factor that complicates building an effective partnership between states, that is why it’s of highly importance to understand how great was the impact of sanctions on Russian–Spanish relations in 2014-2019, how countries found common ground in the face of contradictions and, finally, what role cultural and humanitarian cooperation can play in bilateral cooperation. Purpose of the study is to identify the main trends in the development of Russian-Spanish humanitarian cooperation in 2014-2019. Objectives: 1. To trace the process of formation of cultural and humanitarian cooperation between Russia and Spain. 2. Analyze the contractual basis of Russian-Spanish humanitarian cooperation. 3. Identify the key actors of cultural and humanitarian cooperation between Russia and Spain at various levels and analyze their contribution to the cooperation of the two powers in 2014-2019. 4. To determine the main directions and forms of cultural and humanitarian cooperation between Russia and Spain in 2014-2019 and to trace the dynamics of the development of relations in these areas. The object of the study is the cultural ties between the Russian Federation and Spain in the period from 2014 to 2019. The subject of the study is the content, forms, and directions of the implementation of Russian–Spanish cooperation in the field of humanitarian cooperation. The scientific novelty of the research consists in determining the forms and volumes of cooperation between the two countries by levels of interaction (governmental-institutional-public diplomacy), as well as determining the main trends in the areas of cooperation in the field of popularization of national languages, education and science, cultural tourism using the event analysis method. Within the framework of this study, the basics, forms, and tools of the development of Russian-Spanish cultural and humanitarian cooperation and their evolution are considered, the main trends of cultural and humanitarian cooperation in 2014-2019 are determined. The main formats and directions of the activities of the leading actors of cultural and humanitarian cooperation are identified, the role of the Russian diaspora in the cooperation of the two states, the dynamics of the spread of the Spanish language in Russia and Russian in Spain, as well as the main trends of scientific and educational cooperation and tourism are analyzed. The results are presented in the form of summary tables in the appendices to the research.
