South Korean Arms Export: Current Trends and Prospects

Abstract

Данная магистерская диссертация посвящена анализу основных трендов и тенденций политики Южной Кореи в области экспорта вооружений. В рамках исследования была проведена обширная аналитика официальных и законодательных документов правительства, а также исследований в области, касающейся экспорта вооружений. Также был представлен обзор исторического развития данной отрасли в Южной Кореи, выявлены основные факторы способствовавшие быстрому и эффективному росту экспорта вооружений и представлены вызовы, с которыми столкнулась страна на пути к своему успеху. В исследовании подчеркивается важность стимулирования экспорта вооружений как важной составляющей экономического роста Южной Кореи.

Более того, в данной работе были подчеркнуты три основных направления стратегии экспорта вооружений Южной Кореи. Первое направление связано с важностью ориентирования на национальную политику страны в области безопасности. Второе направление сосредоточено на повышение конкурентоспособности выпускаемой продукции путем ориентации на нишевые рынки и использования технологического преимущества и инноваций Южной Кореи. Третье направление предусматривает поэтапное развитие экспортного рынка, налаживание двустороннего сотрудничества в области обороны путем дипломатии для постепенного расширения экспортных возможностей. В исследовании также отмечается, что развитие политики экспорта вооружений непосредственно осуществляется в рамках соответствующих институциональных и правовых процедур.

Данная работа также подчеркивает, что повышение экспорта вооружений в Южной Корее напрямую связано с совершенствованием политики в области исследований и разработок. Была также отдельно выделена тенденция смены парадигмы в научно-технических исследованиях с целью укрепления оборонного потенциала страны и разработки передовых систем вооружения.

В дополнение, в исследовании обсуждается политика правительства и меры институциональной поддержки в Южной Корее. Были затронуты проблемы, связанные с международными обязательствами и региональной динамикой.

В заключение данная исследовательская работа подчеркивается важность эффективных мер, которые стремится продвигать правительство Южной Кореи, включая усиление политической поддержки, руководства и общественного консенсуса для обеспечения конкурентоспособности оборонных компаний на международной арене. В работе утверждается, что поддержание высокотехнологичных военных технологий и инфраструктуры оборонной промышленности имеет решающее значение для национальной конкурентоспособности и выживания Южной Кореи.

This master's thesis focuses on analyzing the main trends and prospects of South Korea's arms export policies. The research methodology involves an extensive analysis of government official documents and regulations related to armament procurement policy to provide insights into the country's defense policies. An overview of the historical development of this industry in South Korea was also presented, the main factors that contributed to the rapid and effective growth of arms exports were identified, and the challenges that the country faced on the way to its success were pointed out. The study highlights the importance of promoting arms exports as a significant economic driver for South Korea. It identifies several factors that shape the country's policy on arms exports and explores current tendencies in their development.

South Korea's defense export strategy is analyzed through three main directions. The first direction involves developing an export strategy based on current national security policies, aligning military construction and defense industry capabilities to effectively address security challenges. The second direction focuses on fostering a competitive product system by targeting niche markets and leveraging South Korea's technological expertise and innovation. The third direction highlights step-by-step export market development, establishing bilateral defense cooperation and diplomacy to expand export opportunities gradually.

The thesis also highlights the importance of research and development (R&D) policies in enhancing arms exports. It identifies a trend of paradigm shift in defense science and technology research to strengthen defense capabilities and develop advanced weapons systems. The practical strategies for defense R&D development include investment expansion, goal-oriented promotion, open R&D activation, and system advancement.

The study further discusses the government's policy and institutional support measures in South Korea. The research also touches upon the challenges posed by international obligations and regional dynamics, including the Wassenaar Arrangement and confrontation with North Korea.

The thesis concludes by emphasizing the importance of effective messures that government could impose including enhancement of policy support, guidance, and public consensus to ensure the competitiveness of defense companies on the international stage. It argues that maintaining high-tech military technology and defense industry infrastructure is crucial for South Korea's national competitiveness and survival. Additionally it is pounted out that if strong support policies are implemented, and the whole nation supports the defense industry, it can build a solid foundation for national development and contribute to economic growth as a major technology-based industry.
