Cadastral valuation and its role in development of the land market of a region: A case study of the Leningrad Region

Abstract

Выпускная квалификационная работа посвящена изучению связи кадастровой оценки и условий формирования рыночной ситуации в конкретном регионе – Ленинградской области, а также выявлению проблем в использовании кадастровой стоимости и разработке возможных решений. В работе представлен анализ нормативно-правовой базы, регламентирующей проведение кадастровой оценки и земельные отношения в целом, а также изучена ситуация на рынке земельных участков России и Ленинградской области. Предлагаемые изменения методики проведения государственной кадастровой оценки позволят не только максимально приблизить кадастровую стоимость к рыночной и скорректировать сумму земельного налога, но и дадут возможность использовать результаты для изучения условий формирования земельного рынка и проведения исследований по его динамике.

The graduate qualification work is devoted to the study of communication cadastral valuation and formation conditions of the market situation in a particular region - Leningrad region, as well as identifying problems in the use of the cadastral value and the development of possible solutions. The work presents an analysis of the legal framework governing the conduct of cadastral valuation and land relations in general, and also studied the situation in the land market in Russia and the Leningrad region. The changes which are proposed in the work to methods of state cadastral valuation will not only allow approaching the cadastral value close to the market and adjusting the amount of land tax, but also give an opportunity to use the results to study the conditions of formation of the land market and research on its dynamics.
