Impact of housing provision in modern cities on the social and economic development of Russia and China

Abstract

Увеличивающиеся темпы урбанизации в современном мире воплощаются в постоянном росте городов. Города привлекают большое количество людей – внутренних и внешних трудовых мигрантов, но не всегда обеспечивают их условиями для качественной жизни, то есть процесс урбанизации не всегда имеет системный характер. Поэтому данный процесс нуждается в контроле со стороны государства.

В России жилищный вопрос исторически был и остается острым как для населения, так и для государства. Это связано в первую очередь с высоким уровнем урбанизации и продолжающимся ростом городов, а также с большим износом старого жилищного фонда, платежеспособностью населения, ресурсами для строительства нового жилья. Аналогичная ситуация сложилась и в КНР еще в более существенных масштабах, поскольку население Китая в 10 раз больше, чем население России. Однако, сходность ситуации и похожесть проблем позволяет осуществлять сравнительные исследования с целью выработки рекомендаций по их решению в наших странах.

Для успешного экономического и социального развития городов необходим как экономический рост, повышение конкурентоспособности городской промышленности, так и повышение качества и уровня жизни населения. Одним из основополагающих критериев оценки качества жизни населения является именно жилищная обеспеченность, воздействие и регулирование которой происходит посредством жилищной политики. Жилищная политика неразрывно связана с первую очередь с экономическим развитием городов, а также его социально-демографическим развитием.

Поэтому на сегодняшний день особое внимание уделяется взаимодействию факторов, влияющих на развитие городов: пространственных, социальных и экономических. Их оптимальное взаимодействие обеспечивает создание комфортной городской среды, ее сбалансированному и устойчивому развитию. Для этого необходимо полно исследовать процессы развития городов и полученные теоретические и практические выводы применить для прогнозирования и улучшения управления жилищной политики города. Кроме того, следует отметить, что и в Китае, и в России на всех уровнях власти уделяется большое внимание жилищному строительству и инвестициям него в городах, предполагается, что это оказывает значимое влияние на экономическое развитие и городов, и наших стран в целом.

В связи с этим, проблемой исследования является выявление взаимосвязи факторов жилищного строительства, экономического и социально-демографического развития городов, для того, чтобы в процессе управления вности коррективы в политику развития городов и регулирования процесса урбанизации.

The increasing rate of urbanization in the modern world is embodied in the constant growth of cities. Cities attract a large number of people - internal and external labor migrants, but do not always provide them with conditions for a quality life, that is, the process of urbanization is not always systemic. Therefore, this process needs to be controlled by the state.

In Russia, the housing issue has historically been and remains acute for both the population and the state. This is due primarily to the high level of urbanization and the continued growth of cities, as well as to the great deterioration of the old housing stock, the solvency of the population, and resources for the construction of new housing. A similar situation has developed in the PRC on an even more significant scale, since the population of China is 10 times larger than the population of Russia. However, the similarity of the situation and the similarity of problems allows for comparative studies in order to develop recommendations for their solution in our countries.

Successful economic and social development of cities requires both economic growth, increasing the competitiveness of urban industry, and improving the quality and standard of living of the population. One of the fundamental criteria for assessing the quality of life of the population is housing provision, the impact and regulation of which occurs through housing policy. Housing policy is inextricably linked with, first of all, the economic development of cities, as well as its socio-demographic development.

Therefore, today special attention is paid to the interaction of factors affecting the development of cities: spatial, social and economic. Their optimal interaction ensures the creation of a comfortable urban environment, its balanced and sustainable development. To do this, it is necessary to fully explore the processes of urban development and apply the obtained theoretical and practical conclusions to predict and improve the management of the city's housing policy. In addition, it should be noted that both in China and in Russia, at all levels of government, much attention is paid to housing construction and investment in cities, it is assumed that this has a significant impact on the economic development of both cities and our countries as a whole.

In this regard, the problem of the study is to identify the relationship between the factors of housing construction, economic and socio-demographic development of cities, in order to make adjustments in the policy of urban development and regulation of the urbanization process in the process of management.
