Problems of separatism in the Balkans in the 21st century: a case study of Serbian and Croatian self-determination in Bosnia and Herzegovina

Abstract

Выпускная квалификационная работа посвящена рассмотрению сербского и хорватского самоопределения в Балканском регионе на постъюгославском пространстве, с отдельным акцентом на анализ ситуации в Боснии и Герцеговине. Данный регион имеет историческую связь с Россией, как во внешнеполитических связях, так и внутренней обстановке в регионе. После прошедших балканских войн между некогда братскими республиками Югославии в этом районе осталось большое количество неразрешённых конфликтов, которые могут снова выйти в актуальную повестку при изменении внутренней и внешней политических конъюнктур. Одним из ярких примеров подобного является Босния и Герцеговина – страна, что до сих пор фактически находится под контролем внешних акторов, что формально выражается во власти Верховного представителя по Боснии и Герцеговине. В конфедерации борются два начала – централистское, во главе с бошняками и западными игроками, и децентралистское, во главе с боснийскими сербами и хорватами. Данное исследование рассматривает элементы действий и стратегий для достижения большего самоопределения боснийских сербов и хорватов в конфедерации, представленных крупнейшими политическими партиями двух народов – СНСД от сербов и ХДС БиГ от хорватов. Ситуация в конфедерации после 2022 года становится всё более напряжённой, т.к. на фоне пророссийской позиции лидера правящей партии в РС СНСД – М. Додика, усилился нажим на боснийских сербов для того, чтобы отнять у них автономный статус, существующий по Дейтонским соглашениям 1995 года. В то же время в Боснии и Герцеговине популярность среди хорватского населения со времён создания современной Боснии имели автономистско-региональные идеи о получении собственного этнитета в рамках конфедерации. В исследовании, с помощью компаративистского и сетевого анализов, были проанализированы действия и интенции СНСД и ХДС БиГ, благодаря которым удалось определить как открытые общие и отличительные позиции этих двух политических сил, так и скрытые. Особое внимание уделялось публикациям партий с новостных разделов на их официальных сайтах за 2022 год.

The thesis is devoted to the consideration of Serbian and Croatian self-determination in the Balkan region in the post-Yugoslav space, with an exceptional emphasis on the analysis of the situation in Bosnia and Herzegovina. This region has a historical connection with Russia, both in foreign policy relations and the internal situation in the region. After the past Balkan wars between the once fraternal republics of Yugoslavia, a large number of unresolved conflicts remained in this area, which may again come to the current agenda with changes in internal and external political conjunctures. One of the clearest examples of this is Bosnia and Herzegovina – a country that is still actually under the control of external actors, which is formally expressed in the power of the High Representative for Bosnia and Herzegovina. Two principles are fighting in the confederation – the centralist, led by Bosniaks and Western players, and the decentralist, led by Bosnian Serbs and Croats. This study examines the elements of actions and strategies to achieve greater self–determination of Bosnian Serbs and Croats in the confederation, represented by the largest political parties of the two peoples - SNSD from the Serbs and HDZ BiH from the Croats. The situation in the confederation after 2022 is becoming increasingly tense, because against the background of the pro–Russian position of the leader of the ruling party in the RS SNSD, M. Dodik, pressure on the Bosnian Serbs has intensified in order to take away from them the autonomous status existing under the 1995 Dayton Agreements. At the same time, in Bosnia and Herzegovina, the autonomist-regional ideas of obtaining their own ethnic autonomy within the confederation have been popular among the Croatian population since the creation of modern Bosnia. In the study, with the help of comparative and network analysis, the actions and intentions of the SNSD and the HDZ BiH were analyzed, due to which it was possible to determine both the open common and distinctive positions of these two political forces and the hidden ones. Particular attention was paid to the publications of the parties from the news sections on their official websites for 2022.
