The rapprochement of financial markets as a driver of Eurasian integration

Abstract

Становление интеграционных процессов на евразийском пространстве складывалось в довольно сложных и шатких условиях – происходили как внутренние перипетии, так и внешние коллапсы в виде экономических кризисов и обостряющихся политических проблем. Но именно эти факторы еще раз подтвердили необходимость выстраивания единой интеграционной группировки для противостояния ударам внутри и извне. Одним из важнейших этапов взаимодействия стран в рамках евразийской интеграции является сближение финансовых рынков как первоочередное условия для эффективного расширения интеграции в современном мире. Целью исследования в рамках данной ВКР является исследование конкретных механизмов и ключевых факторов сближения финансовых рынков стран ЕАЭС как движущей силы формирования устойчивого блока стран в рамках интеграции стран евразийского пространства, а также реальных и потенциальных преимуществ и проблем, связанных с этим процессом. В первой главе автором рассмотрены особенности формирования евразийского экономического пространства: изучена теоретическая основа проблематики формирования евразийской интеграции разных теоретиков-экономистов, изучены и оценены формы сотрудничества стран на постсоветском пространстве, представлен анализ эволюции евразийской интеграции, дана оценка финансовых аспектов евразийской интеграции. Во второй главе автор проанализировал современное состояние евразийской интеграции: определены и обозначены цели и задачи экономического и финансового сотрудничества в евразийском пространстве, проведена оценка деятельности институтов евразийской интеграции для финансового обеспечения, определены их функции и достижения за время функционирования, отразил важность формирования единого биржевого рынка, оценил объемы торгов на финансовых рынках ЕАЭС. В третьей главе автор провел аналитическое сравнение сегментов финансовых рынков-членов стран ЕАЭС таких как банковский сектор, рынок капитала, срочный и валютный рынки, страховой рынок, провел комплексный анализ состояния биржевых рынков стран ЕАЭС и сформулировал выводы о перспективах формирования общего евразийского биржевого рынка, а также рассмотрел текущее состояние внедрения цифровой платформы евразийской интеграции. В результате автор сделал вывод о том, что одним из важнейших этапов взаимодействия стран в рамках евразийской интеграции является сближение финансовых рынков как первоочередное условия для эффективного расширения интеграции в современном мире. Анализ финансовых институтов, сравнения объемов банковского, страхового, фондового, срочного рынков и развития финансовых рынков в целом Армении, Беларуси, Казахстана, Кыргызстана и России показал неоднородность уровней развития в интегрируемых странах. Автором отмечено, что евразийская интеграция базируется на разнонаправленных направлениях содействия между всеми членами формирующегося союза и в части направлений, например, в области таможенного регулирования, есть значительные сдвиги в положительную сторону, однако в превалирующей части необходимы существенные доработки. В заключение автор подчеркивает, что именно разработка плана по формированию единого финансового пространства станет драйвером для нового витка в рамках евразийской интеграции.

The formation of integration processes in the Eurasian space took shape in rather difficult and precarious conditions – there were both internal vicissitudes and external collapses in the form of economic crises and escalating political problems. But it is precisely these factors that have once again confirmed the need to build a unified integration grouping to resist blows from inside and outside. One of the most important stages of interaction between countries within the framework of Eurasian integration is the convergence of financial markets as a primary condition for the effective expansion of integration in the modern world. The purpose of the research within the framework of this WRC is to study the specific mechanisms and key factors of convergence of the financial markets of the EAEU countries as a driving force for the formation of a stable bloc of countries within the framework of the integration of the countries of the Eurasian space, as well as the real and potential advantages and problems associated with this process. In the first chapter, the author examines the features of the formation of the Eurasian economic space: the theoretical basis of the problems of the formation of the Eurasian integration of various economic theorists is studied, the forms of cooperation between countries in the post-Soviet space are studied and evaluated, the analysis of the evolution of Eurasian integration is presented, the assessment of the financial aspects of Eurasian integration is given. In the second chapter, the author analyzed the current state of Eurasian integration: the goals and objectives of economic and financial cooperation in the Eurasian space were defined and outlined, the activities of the institutions of Eurasian integration for financial support were evaluated, their functions and achievements during operation were determined, reflected the importance of forming a single exchange market, estimated trading volumes in the financial markets of the EAEU. In the third chapter, the author conducted an analytical comparison of segments of the financial markets of the EAEU member states, such as the banking sector, the capital market, the futures and foreign exchange markets, the insurance market, conducted a comprehensive analysis of the state of the exchange markets of the EAEU countries and formulated conclusions about the prospects for the formation of a common Eurasian exchange market, and also reviewed the current state of the implementation of the digital platform of Eurasian integration. As a result, the author concluded that one of the most important stages of interaction between countries within the framework of Eurasian integration is the convergence of financial markets as a primary condition for the effective expansion of integration in the modern world. The analysis of financial institutions, comparing the volumes of the banking, insurance, stock, futures markets and the development of financial markets in general in Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia showed the heterogeneity of the levels of development in the integrated countries. The author notes that the Eurasian integration is based on multidirectional areas of assistance between all members of the emerging union and in some areas, for example, in the field of customs regulation, there are significant shifts in the positive direction, but in the prevailing part, significant improvements are needed. In conclusion, the author emphasizes that it is the development of a plan for the formation of a single financial space that will become the driver for a new round within the framework of Eurasian integration.
