The Transformation of the Role of the EU as a Foreign Policy Actor under the Conditions of Political Turbulence

Abstract

Данная работа посвящена изменениям, которым подвергся Европейский союз как внешнеполитический субъект в период Brexit, пандемии коронавируса и украинского кризиса – «штормового» состояния международной политики, а также влиянию этих изменений на роль, которую Евросоюз играл и стал играть в мире. В данной работе автор рассматривает Европейский союз в качестве интеграционного объединения, обладающего комплексным характером развития, в котором масштабные задачи и характер этого развития находятся в тесной взаимозависимости с многочисленными противоречиями, ими порождаемыми. Евросоюз также анализируется в качестве одной из подсистем международной системы, и автор фокусирует своё внимание на взаимосвязи появляющихся внутренних противоречий и политических трансформаций с многочисленными новыми вызовами и явлениями, появляющимися в международной системе в кризисный период. Автор затрагивает такие темы, как роль ценностей и интересов во внешней политики ЕС, противоречия интеграционных процессов, перспективы и возможные направления трансформации Евросоюза как внешнеполитического объединения, структурная роль Евросоюза в мире, его роль в отношениях с трансатлантическими партнёрами и с развивающимися странами, роль как интеграционного объединения и выразителя интересов стран ЕС, роль как объединения, стремящегося интегрировать воедино принципы внутренней и внешней политики. Автор делает выводы о роли ЕС в мире и перспективах его дальнейшего развития, касающиеся, в первую очередь, противоречий между аморфностью и структурной оформленностью ЕС, его большими международными амбициями и хрупким институциональным балансом, противоречиями процессов интеграции на разных уровнях.

This paper focuses on the changes undergone by the European Union as a foreign policy actor during Brexit, the coronavirus pandemic and the Ukraine crisis, a "stormy" state of international politics, and the impact of these changes on the role the European Union has played and has become playing in the world. In this paper, the author views the European Union as an integration association with a complex nature of development, in which the large-scale tasks and nature of this development are in close interdependence with the many contradictions that they generate. The EU is also analyzed as one of the subsystems of the international system, and the author focuses on the relationship of emerging internal contradictions and political transformations with the numerous new challenges and phenomena that appear in the international system during the crisis period. The author touches upon the following topics: the role of values and interests in the EU foreign policy, contradictions in the integration processes, perspectives and possible directions of EU transformation as a foreign policy association, the structural role of the European Union in the world, its role in relations with transatlantic partners and developing countries, its role as an integration association and a representative of interests of EU countries, the role of an association that seeks to integrate the principles of internal and foreign policy. The author draws conclusions about the role of the EU in the world and prospects of its further development, concerning, first of all, contradictions between amorphous and structural EU, its great international ambitions and fragile institutional balance, contradictions of the integration processes at different levels.
