Resources for the development of public spaces in a historic city based on preserving the identity of the environment: a case study of the city of Yelets

Abstract

Актуальность темы обусловлена ценностью и проблемами современного состояния малых и небольших городов России как уникального пласта историко-градостроительного наследия и национальной культуры, потенциальной ролью общественных пространств как катализаторов сохранения идентичности, развития социокультурных функций городской среды, укрепления городского сообщества и туристической привлекательности исторического города. В первой главе «Потенциал и проблемы сохранения историко-культурной идентичности городской среды» рассмотрены категории и определения, выявляющие ценность исторического города как феномена культурного наследия; сформулирована собственная дешифровка термина в контексте исследования, раскрыты актуальные позиции и проблемы в сфере охраны историко-культурных ландшафтов, проанализированы аспекты идентичности в контексте средового подхода. На основе анализа мирового опыта выявлены методы регенерации исторической среды малых городов. Во второй главе «Анализ факторов и ресурсов идентичности среды города Ельца» выявлены этапы градостроительного развития, морфология и типология историко-культурного ландшафта, дана оценка современной практике средового преобразования. В результате комплексного анализа обозначен средовой каркас общественных пространств как основа для разработки концептуальных предложений. В третьей главе «Концепция развития общественных пространств на основе историко-культурной идентичности городского ландшафта» представлена разработанная модель интегративного подхода к развитию общественных пространств, предложен дизайн-код исторической городской среды Ельца, а также концептуальное предложение по средовому развитию общественных пространств исторического центра. Отмеченные локации складываются в целостный каркас общественных пространств, объединяющий в новом качестве наиболее значимые места города и характерные, исторически сложившиеся типы городской среды Ельца. Разработанный в рамках исследования интегративный подход может служить методологической основой и инструментом преобразования городской среды исторических городов, в том числе малых городов, и районов с ценным историко-культурным ландшафтом.

The relevance of the topic is due to the value and problems of the current state of small and small towns in Russia as a unique layer of historical and urban heritage and national culture, the potential role of public spaces as catalysts for the preservation of identity, the development of socio-cultural functions of the urban environment, the strengthening of the urban community and the tourist attractiveness of the historical city. In the first chapter “Potential and problems of conservation historical and cultural identity of the urban environment" the categories and definitions that reveal the value of the historical city as a phenomenon of cultural heritage are considered; formulated its own interpretation of the term in the context of the study, disclosed current positions and problems in the field of protection of historical and cultural landscapes, analyzed aspects of identity in the context of the environmental approach. Based on the analysis of world experience, methods for regenerating the historical environment of small towns have been identified. In the second chapter "Analysis of factors and resources of the identity of the environment of the city of Yelets" the stages of urban development, the morphology and typology of the historical and cultural landscape are revealed, the assessment of the modern practice of environmental transformation is given. As a result of a comprehensive analysis, the environmental framework of public spaces was identified as the basis for the development of conceptual proposals. In the third chapter "The concept of the development of public spaces based on the historical and cultural identity of the urban landscape" the developed model of an integrative approach to the development of public spaces is presented, a design code for the historical urban environment of Yelets is proposed, as well as a conceptual proposal for the environmental development of public spaces of the historical center. The marked locations are formed into an integral frame of public spaces, uniting in a new quality the most significant places of the city and the characteristic, historically established types of the urban environment of Yelets. The integrative approach developed as part of the study can serve as a methodological basis and tool for transforming the urban environment of historical cities, including small towns, and areas with a valuable historical and cultural landscape.
