Для достижения поставленной цели были проведены: - Анализ текста правил Pillar 2 и комментариев к данным правилам. - Исследование научной литературы, в которой рассматриваются поднимаемый вопрос (и отечественной литературы, и зарубежной) - Исследование комментариев практикующих юристов - Анализ предпосылок введения правил Pillar 2 - Анализ российского законодательства на предмет возможности внедрения правил. По результатам работы сформулированы выводы о влиянии правил Pillar 2 на развивающиеся страны и о перспективе внедрения правил Pillar 2 в России.

In order to achieve the goal, the following were carried out: - Analysis of the text of the Pillar 2 rules and comments to these rules. - Study of scientific literature that addresses the issue raised (both domestic and foreign literature) - Study of legal practitioners' comments - Analysis of prerequisites for implementation of Pillar 2 rules - Analysis of Russian legislation with regard to the possibility of introducing the rules. Conclusions about the impact of Pillar 2 rules on developing countries and the prospects of implementation of Pillar 2 rules in Russia.
