Social protection of the elderly in the context of the COVID-19 pandemic (the case of St.Petersburg)

Abstract

Обрушившаяся в 2020 г. на нормативно-правовые рамки пандемия COVID-19 повлекла за собой масштабные изменения глобальных дискурсов. Особых искажений претерпели социально-незащищенные группы населения, к числу которых относится старшее поколение. Упорядочивание социального времени с расчетом на минимизацию заражения и снижения эпидемиологических барьеров побудило властей ограничить пребывание пожилых в социальном пространстве как представляющих особую угрозу и наиболее подверженных вирусу. Подобное видение паттерна старения приближает патерналистский уклон к заботе о пожилых, оставивший архаический след в восприятии старения и облика преклонного возраста. Вектор либерализации старения оказался деформированном в мировом порядке. В российской темпоральности курс государства, декларирующим себя социальным, в подвешенном состоянии от встрясок эпидемии продумывает новый маршрут разрешения проблем старшего поколения. Достижение благополучия данной демографической группы не могут быть достигнуты без развертывания политики, направленной на решение ключевых проблем старшего возраста. Работа посвящена изучению изменений институций социального обслуживания пожилых- как основополагающего субъекта социальной политики по воссозданию позитивных специфик от процессов старения. Также в работе рассмотрены практики адаптации активных пожилых в эпидемиологическом контексте и нанесенному им ущербу по социальной идентификации изучаемой группы.

The COVID-19 pandemic, which hit the regulatory framework in 2020, entailed large-scale changes in global discourses. Socially unprotected groups of the population, including the older generation, have undergone special distortions. The ordering of social time with the expectation of minimizing infection and reducing epidemiological barriers prompted the authorities to limit the stay of the elderly in the social space as posing a special threat and most susceptible to the virus. Such a vision of the pattern of aging brings the paternalistic bias towards caring for the elderly, which has left an archaic trace in the perception of aging and the appearance of old age. The vector of liberalization of aging turned out to be deformed in the world order. In the Russian temporality, the course of the state, declaring itself social, in limbo from the shocks of the epidemic, is thinking over a new route to solve the problems of the older generation. The well-being of this demographic group cannot be achieved without the deployment of a policy aimed at solving the key problems of older age. The work is devoted to the study of changes in the institutions of social service for the elderly - as a fundamental subject of social policy to recreate the positive specifics of the aging process. The paper also examines the practices of adaptation of active elderly in the epidemiological context and the damage caused to them by the social identification of the studied group.
