The problems of St Petersburg sustainable development: a case study of Vasileostrovsky district

Abstract

С проблемами устойчивого развития сталкивается большинство регионов, стран, городов и даже отдельных городских районов. В данной работе мы затрагиваем вопрос устойчивости развития Василеостровского района Санкт-Петербурга, как одного из динамично изменяющихся районов города. Актуальность данной работе задают международный характер, присущий концепции устойчивого развития, слабость изученности вопроса устойчивого развития в пределах отдельного городского района, динамичность изменений, происходящих на территории Василеостровского района. Объектом исследования данной магистерской диссертации выступает территория Василеостровского района, а предметом – особенности и проблемы устойчивого развития Василеостровского района. Главная цель – выявление основных проблем устойчивого развития Василеостровского района Санкт-Петербурга и поиск возможностей их решения. В первой главе были определены теоретические основы и направления устойчивого развития городов. Важным результатом этой главы стало выделение в рамках шести направлений («Жилой фонд», «Транспортная ситуация», «Устойчивая урбанизация», «Культурное наследие», «Экологическое состояние атмосферного воздуха», «Зеленые пространства») качественных и количественных индикаторов. Из анализа этих индикаторов во второй главе были определены слабые стороны в развитии района (в частности, среди проблем можно выделить превышение нормативов концентрации загрязняющих веществ в атмосферном воздухе, сильная транспортная нагрузка на восточную часть района, диспропорция в строительстве жилых и социальных объектов, недостаток зеленых пространств, сложности сохранения объектов культурного наследия и другие) а их комплексное рассмотрение позволило определить наиболее проблемные территории района (северные и южные промышленные зоны, западные намывные территории, локальные точки, представленные отдельными зданиями (преимущественно на востоке)), преобразование которых могло бы способствовать достижению устойчивости в развитии. В третьей главе работы предлагается комплексное решение выявленных проблем в пределах этих территорий на основе концепций компактного и креативного города, а также принципов плейсмейкинга. Связность же этих территорий между собой способствует созданию нового образа и бренда района, где можно путешествовать во времени. Работа состоит из трех глав, общий объем – 119 страниц, количество источников информации – 116, приложений – 22, изображений в тексте работы - 26.

The problems of sustainable development are very diverse. In this paper, we touch upon the issue of sustainable development of the Vasileostrovsky district of St. Petersburg, as one of the dynamically changing districts of the city. The relevance of this work is given by the international nature of the concept of sustainable development, the lack of knowledge of the issue of sustainable development within a particular urban area, the dynamism of changes taking place on the territory of the Vasileostrovsky district. The object of study of this master's work is the territory of the Vasileostrovsky district, and the subject is the features and problems of sustainable development of the Vasileostrovsky district. The main goal is to identify the main problems of sustainable development of the Vasileostrovsky district of St. Petersburg and search for ways to solve them. In the first chapter, the theoretical foundations and directions of sustainable urban development were defined. An important result of this chapter was the allocation in six directions ("Housing stock", "Transport situation", "Sustainable urbanization", "Cultural heritage", "Ecological state of atmospheric air", "Green spaces") qualitative and quantitative indicators. From the analysis of these indicators in the second chapter, weaknesses in the development of the region were identified (in particular, the problems include exceeding the standards for the concentration of pollutants in the atmospheric air, heavy traffic load on the eastern part of the district, disproportion in the construction of residential and social facilities, lack of green spaces, difficulties in preserving cultural heritage sites and others), and their comprehensive consideration made it possible to identify the most problematic areas of the region (northern and southern industrial zones, western alluvial territories, local points represented by individual buildings (mainly in the east)), the transformation of which could contribute to achieving sustainable development. The third chapter of the work proposes a comprehensive solution to the identified problems within these territories based on the concepts of a compact and creative city, as well as the principles of playmaking. The connectivity of these territories among themselves contributes to the creation of a new image and а brand of district, where it will be possible to travel in time. The work consists of three chapters, the total volume is 119 pages. The work used 116 sources of information, 22 applications, images in the text of the work - 26 images in the text.
