Digital diplomacy as a factor of ‘street politics’

Abstract

В работе анализируется специфика конвергенции цифровой дипломатии и «уличной политики». Анализируя теорию публичной сферы, а также ее критическую мысль автором раскрывается вопрос концептуализации понятия «уличная политика». Магистерская работа основывалась на концепции контрпубличной сферы, предложенной критикой концепции классической публичной сферы Ю. Хабермаса. Примененный метод анализа количественный контент-анализ публикаций государственного ведомства, субъекта цифровой дипломатии. Эмпирической базой данного исследования при проведении анализа будут являться публикации в сети Интернет на официальном сайте государственного ведомства, а также анализ публикаций в сети Интернет на платформах социальных сетей по поводу кейсов «уличной политики». Во второй главе описываются подходы к пониманию публичной дипломатии, рассматриваются особенности концептуализации растущего влияния цифровых технологий на дипломатию, а также выявляются ключевые подходы к определению цифровой дипломатии, учитывая особенности организации сетевого пространства. В третьей главе мы рассмотрим ряд кейсов «уличной политики», факторами которых является проведение политики цифровой дипломатии, а также проанализируем цифровую дипломатию государственного ведомства. Автор приходит к выводу о том, что конвергенция цифровой дипломатии и «уличной политики» может носить разнонаправленный характер. Согласно поставленной цели исследования выявляется специфика конвергенции политики цифровой дипломатии и «уличной политики».

The paper analyzes the specifics of the convergence of digital diplomacy and "street politics". Analyzing the theory of the public sphere, as well as its critical thought, the author reveals the issue of conceptualization of the concept of "street politics". The master's thesis was based on the concept of the counterpublic sphere, proposed by the critique of the concept of the classical public sphere by Yu. Habermas. The applied method of analysis is quantitative content analysis of publications of the state department of the subject of digital diplomacy. The empirical basis of this study during the analysis will be publications on the Internet on the official website of the state department, as well as an analysis of publications on the Internet on social media platforms about cases of "street politics". The second chapter describes approaches to understanding public diplomacy, examines the features of conceptualizing the growing influence of digital technologies on diplomacy, and identifies key approaches to the definition of digital diplomacy, taking into account the peculiarities of the organization of the network space. In the third chapter, we will consider a number of cases of "street politics", the factors of which are the conduct of digital diplomacy policy, and also analyze the digital diplomacy of the state department. The author comes to the conclusion that the convergence of digital diplomacy and "street politics" can be multidirectional. According to the goal of the study, the specifics of the convergence of digital diplomacy policy and "street politics" are revealed.
