The free trade agreement between the EEU and Vietnam: Its impact on Russia-Vietnam economic ties

Abstract

Настоящая магистерская диссертация посвящена влиянию Соглашения о свободной торговле (ССТ) между ЕАЭС и Вьетнамом на российско-вьетнамские экономические связи. Цель исследования заключалась в оценке эффективности ССТ как фактора, способствовавшего изменениям показателей товарооборота между РФ и СРВ. В ходе исследования была изучена теоретическая основа международной экономической интеграции и история развития российско-вьетнамских экономических отношений. Были изучены факторы, способствовавшие подписанию ССТ "ЕАЭС-Вьетнам", проведен анализ динамики изменений показателей экспорта и импорта обеих стран, а также посчитаны индексы интенсивности торговли. По завершении исследования, был сделан вывод, что исследуемое Соглашение действительно способствовало интенсификации торговли между ЕАЭС и Вьетнамом, однако в большей степени было выгодно вьетнамской стороне. Благодаря снижению таможенных ставок в рамках ССТ, Вьетнам смог увеличить свой экспорт в Россию и повысить степень своего присутствия на российском рынке. Россия же существенных преимуществ не получила, поскольку основной рост её экспорта пришелся на сырьевые товары, на которые ставка ввозных таможенных пошлин изначально была нулевой.

This master's paper work is devoted to the impact of the Free Trade Agreement (FTA) between the EAEU and Vietnam on Russian-Vietnamese economic relations. The purpose of the research was to assess the effectiveness of the FTA as a factor that contributed to changes in turnover indicators between the Russian Federation and the SRV. In the course of the study, there were studied the theoretical basis of international economic integration and the history of the development of Russian-Vietnamese economic relations. The factors that contributed to the signing of the EAEU-Vietnam FTA were studied, an analysis of the dynamics of changes in the indicators of exports and imports of both countries was made, and indices of trade intensity were calculated. At the conclusion of the study, it was summarized that the researched Agreement really contributed to the intensification of trade between the EAEU and Vietnam, but it was more beneficial for the Vietnamese side. By lowering customs rates under the FTA, Vietnam managed to increase its exports to Russia and increase its presence in the Russian market. On the other hand, Russia did not receive significant advantages, since the main growth in its exports fell on commodities, for which the rate of import customs duties was initially zero.
