Role of the International Organisation of Francophonу in intercultural dialogue

Abstract

В данной работе рассматривается эффективность Международной организацией Франкофонии как посредника диалога культур. Цель работы - определить роль Международной организации Франкофонии в диалоге культур как неповторимого и нового явления, возникшего из предпосылок колониального периода в истории Франции и отношениях господства между колониями и метрополией. Актуальность темы исследования характеризуется обострением культурной и лингвистической ситуации, вызываемое экспансией английского языка и американской массовой культуры, таким образом, это отрицательно сказывается на положении языков и культур других стран мира. Ситуация усугубляется усиливающимися процессами глобализации, которые несут исключительно отрицательные последствия для самобытности национальных культур и языков: происходит перемешивание культур между собой и в результате мы с ходом времени теряем ее первоначальный вид. То же самое происходит и с языками: они упрощаются под воздействием английского языка, который в настоящее время является основным языком международного общения. Этим разрушительным и негативным тенденциям и пытается противостоять Международная организация Франкофонии. Среди задач можно выделить следующие: • Рассмотреть основные принципы функционирования международных организаций; • выявить масштабы и выявить особенности культурной и лингвистической экспансии Франции, создавшей объективную возможность Франкофонии; • исследовать современное состояние Франкофонии, показать ее успехи и достижения; • проанализировать эффективность мероприятий, проводимых Франкофонией для обеспечения успешного хода диалога культур; • выявить серьезные проблемы и сложности, стоящие на пути развития Франкофонии, рассмотреть ее перспективы на будущее. В процессе работы автор пришел к заключению, что современная Франкофония представляет собой исключительно сложное, многомерное, многообразное и неповторимое явление. Международная организация Франкофонии – это уникальный глобальный проект для осуществления диалога культур, преимущественно между Севером и Югом. Франкофония является посредником и инструментом Франции для осуществления своей культурно-лингвистической экспансии и успешного диалога культур. Основная идея Международной организации Франкофонии противоречит концепциям Сэмюэля Хантингтона, который писал о столкновении цивилизаций.

In this paper the author researches the effectiveness of the International Organization of the Francophony as a mediator of the dialogue between cultures. The objective is to determine the role of the International Organization of the Francophony in the dialogue of cultures as a unique and new phenomenon, arising out of the prerequisites of the colonial period in the history of France and the relations of domination between the colonies and the mother country. Background research is characterized by escalation of cultural and linguistic situation, caused by the expansion of the English language and American popular culture, so it negatively affects the situation of the languages and cultures of other countries. The situation is exacerbated by strengthening processes of globalization, which have extremely negative consequences for the identity of national cultures and languages: we observe the mixing of cultures, and as a result we lose its original appearance. The same thing happens with the languages that they are simplified under the influence of the English language, which is now the main language of international communication. The International Organization of the Francophony is trying to resist these destructive and negative tendencies. The tasks are: • To consider the basic principles of the international organizations; • To identify the scope and the characteristics of cultural and linguistic expansion of France which made the Francophony possible; • To examine the current state of the Francophony, to show its successes and achievements; • To review the effectiveness of measures undertaken by the Francophony to ensure a successful dialogue of cultures; • To identify major problems and difficulties standing in the way of development of the Francophony, to consider its future prospects. In the process, the author came to the conclusion that modern Francophony is an extremely complex, multidimensional, multifaceted and unique phenomenon. The International Organization of the Francophony is a unique global project for the implementation of the dialogue of cultures, especially between North and South. Francophony is the French mediator and tool for the implementation of their cultural and linguistic expansion and successful dialogue between cultures. The basic idea of the International Organisation of the Francophony is contrary to the concepts of Samuel Huntington, who wrote about the clash of civilizations.
