The problem of Russian independence in activities of the Supreme Council of the Soviet Union and the Congresses of People's Deputies of the RSFSR in 1989 - 1991

Abstract

Предлагаемая работа посвящена проблеме государственной независимости России в деятельности Верховного совета (ВС) и Съездов народных депутатов (СНД) РСФСР в 1989-1991 г. Данная проблема начала формироваться на фоне ухудшения общественной обстановки в России, и первоначально определялось только как обсуждение места РСФСР в СССР. Но на I СНД РСФСР (май-июнь 1990 г.) была принята «Декларация о государственном суверенитете РСФСР», в соответствии с которой ВС РСФСР стал осуществлять настойчивую политику направленную на обретение независимости России, что привело к конфликту с союзным руководством. Данное противостояние, в котором не последнюю роль играли ВС и СНД РСФСР, привело к распаду СССР и образованию Российской Федерации в конце 1991 г. При проведении исследования были использованы материалы Государственного архива РФ, стенографические отчеты СНД РСФСР, бюллетени ВС РСФСР, нормативно-правовые акты, мемуары, периодическая печать, современная научная литература. Работа состоит из введения, двух глав, заключения, списка использованных источников и литературы.

The present work is devoted to the Russian state independence in the activities of the Supreme Soviet and the Congress of People's Deputies of the RSFSR in 1989-1991. This problem began to take shape against the backdrop of deteriorating social situation in Russia, and initially defined only as a discussion of the RSFSR in the USSR . But I Congress of People's Deputies of the RSFSR (May-June 1990) adopted the "Declaration of State Sovereignty of the RSFSR", according to which the RSFSR Supreme Soviet began to implement a persistent policy aimed at the attainment of independence by Russia, which led to conflict with the union leadership. This confrontation, which is not the last role played by the Supreme Soviet of the RSFSR and the Congress of People's Deputies, led to the disintegration of the USSR and the formation of the Russian Federation in late 1991. The study has benefited the Russian State Archive, the verbatim records of the Congress of People's Deputies of the RSFSR, the RSFSR Supreme Soviet bulletins, regulations, memoirs, periodicals, modern scientific literature. The work consists of an introduction, two chapters, conclusion, list of used sources and literature.
