The evolution of integration projects in Latin America in the 21st century

Abstract

С началом нового тысячелетия, Латинская Америка вступила в свое золотое десятилетие. За это время страны региона, объединенные сетью интеграционных проектов и инициатив, достигли впечатляющих хозяйственных результатов, ощутимо укрепили свое материальное положение, а также положение большей части населения. Латинская Америка все чаще упоминается в качестве локомотива глобального роста и расширила диапазон геополитических связей, ее начали рассматривать как одну из опор формирующегося полицентричного миропорядка. Однако уже в начале второго десятилетия текущего столетия отчетливо стали проявляться признаки нездоровых социально-экономических связей как в отношениях между странами полушария, так внутри и между интеграционными организациями континента. Региональная интеграция столкнулась с внутренними кризисами, практически парализовавшими ее эволюцию. Дополнительным препятствием стали изменяющаяся система мирового хозяйства и смещение центров политического влияния. Возникла необходимость адекватно реагировать на изменения, происходящие на мировой арене, попутно решая накопившиеся противоречия и системные кризисы. В условиях современного миропорядка главным фактором, который определит положение Латинской Америки в глобальной системе мирового хозяйства и мирополитики, будет являться уровень достигнутой региональной интеграции.

With the beginning of the new millennium, Latin America entered its golden decade. During this time, the countries of the region, united by a network of integration projects and initiatives, have achieved impressive economic results, have significantly strengthened their financial situation, as well as the position of the majority of the population. Latin America is increasingly being mentioned as a locomotive of global growth and has expanded the range of geopolitical connections, it began to be considered as one of the pillars of the emerging polycentric world order. However, at the beginning of the second decade of the current century, signs of unhealthy socio-economic ties began to manifest themselves clearly both in relations between the countries of the hemisphere, and within and between the integration organizations of the continent. Regional integration has faced internal crises, almost paralyzing its evolution. An additional obstacle was the changing system of the world economy and the shifting centers of political influence. There was a need to adequately respond to the changes taking place on the world stage, simultaneously solving the accumulated contradictions and systemic crises. In the conditions of the modern world order, the main factor that will determine the position of Latin America in the global system of world economy and world politics will be the level of regional integration achieved.
