A role of Germany in the establishment of the European Security and Defense Policy at the turn of the 20th-21st centuries

Abstract

Работа посвящена анализу роли Германии в процессе становления Общей политики обороны и безопасности Европейского союза. На основании широкого круга источников и литературы было проведено исследование особенностей и эволюции ОПБО с момента ее возникновения, а также предпосылки оформления политики обороны и безопасности в автономное направление деятельности ЕС. Для более глубокого понимания функционирования ОПБО приведена характеристика ее основных институтов и механизмов деятельности. В ходе работы проанализирована нормативно-правовая база, политика Германии в отношении ОПБО и ее конкретные шаги, связанные с развитием данной области. Особое внимание уделяется анализу дискуссий относительно ОПБО ЕС. Наиболее важным элементом ОПБО является участие в миротворческих операциях, именно поэтому в работе проводится исследование участия Германии в миссиях ЕС. Также для создания полноценной картины предлагается характеристика нескольких сценариев дальнейшего развития ОПБО ЕС.

The work is devoted to the analysis of the role of Germany in the development of European Security and Defense Policy. The investigation is based on a wide set of sources and literature and considers the specific characteristics and evolution of the CSDP since its occurrence, preconditions of the CSDP’s establishment as autonomic EU’s course of action. The characteristic of its main institutes and mechanisms of activity is necessary for deeper understanding of functioning of the CSDP. Legal framework, German’s policy in regard to the CSDP and its specific steps, connected with the development of this direction, were analyzed in the course of work. Special emphasis is given to the analysis of discussions about the CSDP. One of the most important elements of the CSDP are peacekeeping operations, that is why the research of German’s involvement in EU’s missions is considered in the work. Moreover, for the full picture in work are proposed some scenarios of the further development of the CSDP.
