The immigrant integration policies of Russia and the EU: A comparative study

Abstract

Объектом исследования в данной работе является функционирование политики интеграции мигрантов в Европейском Союзе и Российской Федерации. Предметом исследования определены основные аспекты и проблемы функционирования интеграционных процессов в ЕС и Российской Федерации. Актуальность. В последние годы интеграция граждан третьих стран, проживающих в государствах-членах ЕС, на законных основаниях приобрела важное значение в европейской повестке дня. В свою очередь перед Россией вопрос о том, что же такое интеграция мигранта и какого именно мигранта интегрировать, только назревает, а так как миграционный поток не прекращается и в последнее время видоизменяется – процессы и способы интеграции прибывших привлекают к себе внимание власти и научных кругов, делая его еще более актуальным. Цель работы – сравнить интеграционные механизмы России и ЕС и определить слабые и сильные стороны политики интеграции в области миграции. Для достижения определенной нами цели, были определены следующие задачи применимые как для Российской Федерации, так и для Европейского Союза: • Рассмотрение терминологических основ и исторической ретроспективы; • Определение современной институциональной базы и правового регулирования в области интеграционных процессов; • Выделение актуальных интеграционных проблем и проблем взаимодействия между иммигрантами и принимающем обществом; • Детализация и сравнение эффективности применимой политики интеграции мигрантов. Хронологические рамки охватывают период от 90-х годов XX века до настоящего времени. Методы исследования: анализ теоретических источников и литературы по проблеме; сравнение; обобщение, а также структурно-функциональный метод. В результате проведенного исследования был сделан вывод о слабых и сильных сторонах интеграционной политики рассматриваемых государственных образований: ЕС и Российской Федераций

The object of the study is the functioning of the policy of integration of migrants in the European Union and the Russian Federation. The subject of the study identified the main aspects and problems of the integration processes in the EU and the Russian Federation. Relevance. In recent years, the integration of third-country nationals residing in EU member States has legally gained importance on the European agenda. In turn, Russia right now is starting solve the question of what is the integration of migrants and what kind of migrant to integrate. Migration flow does not stop and moreover changes every day and that is why the processes and methods of integration of newcomers attract the attention of the authorities and the scientific community, making it even more relevant. The aim of the work is to compare the integration mechanisms of Russia and the EU and identify the strengths and weaknesses of the integration policy in the field of migration. To achieve our goal, the following tasks have been defined applicable for both the Russian Federation and the European Union: • Consideration of the terminological foundations and historical retrospectives; • Definition of modern institutional framework and legal regulation in the field of integration processes; • Identification of current integration problems and problems of interaction between immigrants and the host society; • Detail and compare the effectiveness of the applicable policies of integration of migrants. The chronological framework covers the period from the 90s of the XX century to the present time. Research methods: analysis of theoretical sources and literature on the problem; comparison; generalization, as well as structural and functional method. As a result of the study, a conclusion was made about the strengths and weaknesses of the integration policy of the considered state entities: the EU and the Russian Federation
