The European Union on the path to a European army: Current international cooperation and prospects

Abstract

Предметом работы является возможность ЕС по формированию европейской армии, текущее сотрудничество поданному вопросу и дальнейшие перспективы его разрешения. Актуальность исследования определяется активизацией политики военной интеграции на территории ЕС и Европы в целом, а также возникновением связанных с ней потребностей в разрешении проблем лидерства, появления сторонников и противников проекта, вопросов статуса НАТО и многочисленных институтов ЕС, уже обеспечивающих его безопасность. Целью работы является выявление потенциальных возможностей ЕС к формированию европейской армии, а также способы их реализации. Для ее достижения выполняются задачи по проведению анализа текущего сотрудничества в рамках интеграции вооруженных сил и его роли в проекте, рассмотрение аргументов в его поддержку и доводы против него, оценка роли третьих стран (США, Турция) в реализации проекта, создание вероятных моделей формирования европейской армии. В результате проведенного исследования было установлено, что для создания европейской армии в ЕС существует достаточная нормативная база, опыт, а также значительная поддержка инициативы со стороны политиков и населения.

Subject of work is the possibility of the EU to form the European army, the current cooperation and further prospects of the project permission. The relevance of the research is defined by activation of military integration policy at the territory of the EU and Europe in general, emergence of the need to solve leadership problems, appearance of the supporters and opponents to the project, the status of NATO and numerous institutes of the EU which are already ensuring its safety. The purpose of work is to identify the potential opportunities of the EU to form the European army and the ways of their realization. To achieve it, these tasks were carried out: the analysis of the current cooperation within integration of armed forces and its role in the project; consideration of arguments in its support and arguments against it; assessment of a role of the third countries (the USA, Turkey) in implementation of the project; creation of probable models of the European army formation. As a result of the conducted research it was established that for the European army creation there is a sufficient regulatory base, experience and also considerable support of an initiative from politicians and the population in the EU.
