The problems and prospects for the preservation of the world cultural heritage of Russia as illustrated by the Northwestern Federal District

Abstract

Работа посвящена проблемам сохранения объектов всемирного культурного наследия Северо-Западного федерального округа Российской Федерации. Анализируются проблемы охраны объектов всемирного культурного наследия №540 «Исторический центр Санкт-Петербурга и комплекс связанных с ним памятников», №544 «Архитектурный ансамбль Кижского погоста», №604 «Исторические памятники Новгорода и окрестностей», №632 «Историко-культурный комплекс Соловецких островов», №982 «Ансамбль Ферапонтова монастыря». В работе изучается история международного сотрудничества по вопросам сохранения указанных объектов всемирного культурного наследия. Автор делает вывод о существовании целого комплекса проблем, таких как отсутствие четких границ и буферных зон у объектов всемирного наследия, низкий уровень знаний населения об объектах всемирного культурного наследия, некачественные реставрационные работы, строительство новых сооружений в границах объектов всемирного наследия, вандализм, низкий уровень финансирования работ по охране объектов всемирного наследия. Анализируются возможные способы решения существующих проблем. Среди наиболее перспективных направлений выделяется развитие государственно-частного партнерства и модернизация существующего законодательства.

The work is devoted to the problems of preservation of the world cultural heritage of the North-Western Federal district of the Russian Federation. The problems of protection of world cultural heritage sites №540 «Historic Centre of Saint Petersburg and Related Groups of Monuments», №544 « Kizhi Pogost», №604 «Historic Monuments of Novgorod and Surroundings», №632 « Cultural and Historic Ensemble of the Solovetsky Islands», №982 «Ensemble of the Ferapontov Monastery» are analyzed. The paper studies the history of international cooperation on the conservation of these world cultural heritage sites. The author concludes that there is a whole range of problems, such as the lack of clear boundaries and buffer zones at the world heritage sites, low level of knowledge of the population about the world cultural heritage sites, construction of new buildings within the boundaries of world heritage sites, vandalism, low level of funding for the protection of world heritage sites. The possible ways of solving the existing problems are analyzed. The development of public-private partnerships and the modernization of existing legislation are noted as the best prospects.
