The neutrality of Switzerland as the result of its independent policy in Europe: The present-day stage

Abstract

Данная выпускная квалификационная работа посвящена изучению влияния нейтралитета на европейскую политику Швейцарской Конфедерации. Актуальность данной темы обусловлена тем, что на протяжении веков Швейцария придерживается политики нейтралитета во внешнеполитических делах, но на сегодняшний день в стране ведутся дискуссии об Институциональном соглашении с Европейским союзом, принятие которого по мнению евроскептиков приведет к потере независимости страны. Окончание дискуссий намечено на конец лета 2019 г. От этого решения зависит судьба дальнейших взаимоотношений Швейцарии и ЕС в рамках билатеральных соглашений.

В работе подробно описано обретение и эволюция швейцарского нейтралитета, экономические и политические отношения страны с Евросоюзом, а также перспективы развития дальнейших отношений. В ходе исследования был проведен анализ европейской политики Швейцарской Конфедерации. Кроме того, были сделаны выводы относительно роли нейтралитета в европейской политике Швейцарской Конфедерации путем сравнения государственной и евроскептической позиций, мнения швейцарского народа.

This graduate qualification paper considers the study of influence of neutrality on the European policy of the Swiss Confederation. The relevance of this topic is due to the fact that for centuries Switzerland has adhered to a policy of neutrality in foreign affairs, but today there are discussions in the country about the Institutional Agreement with the European Union, the adoption of which, in the opinion of European skeptics, will lead to a loss of independence. The end of the discussions is scheduled for the end of summer 2019. The fate of further relations between Switzerland and the EU within the framework of bilateral agreements depends on this decision.

This work describes in detail the acquisition and evolution of Swiss neutrality, the economic and political relations of the country with the European Union, as well as the prospects for the development of further relations. In the course of this work, an analysis of the European policy of the Swiss Confederation was conducted. In addition, conclusions were made regarding the role of neutrality in the European policy of the Swiss Confederation by comparing the state and Eurosceptic positions, and the opinions of the Swiss people.
