Modern trends in Russian-Spanish cultural cooperation in the late 20th - early 21st century

Abstract

В данной выпускной квалификационной работе автор рассматривает нынешнее состояние российско-испанских культурных связей. Целью было поставлено выявить ключевые тенденции двустороннего сотрудничества стран в культурной сфере и определить основные направления дальнейшего развития культурного диалога России и Испании. Для этого в исследовании была рассмотрена теоретическая база литературы по мягкой силе и внешней культурной политике, но основной акцент был сделан на источниковой базе: на стратегиях и плановых концепциях внешней культурной политики РФ и Испании, межправительственных и межрегиональных соглашениях двух стран, а также новостных материалах СМИ и интернет ресурсов. В ходе исследования автор рассмотрел документальную и институциональную базы российско-испанского культурного сотрудничества, проанализировал деятельность государственных и частных ведомств и организаций, участвующих в двустороннем культурном обмене, выявил сложившиеся предпочтения среди российских и испанских граждан в культуре страны-партнера. В результате были выделены сильные и слабые стороны сотрудничества РФ и Испании и сформулированы пять центральных тенденций его развития: увеличение числа двусторонних соглашений в культурной сфере, расширение сети институтов сотрудничества, вовлечение новых регионов в культурный обмен, внедрение образовательных материалов в культурные мероприятия и закрепление формата перекрестных годов культур. Кроме того, автор дал ряд рекомендаций для сохранения и укрепления гуманитарных связей России и Испании в условиях современной политической ситуации.

In this final qualifying paper the author examines the current state of Russian-Spanish cultural relations. The goal was to identify key trends in bilateral cooperation in the cultural field and to define the main course of further development of cultural dialogue between Russia and Spain. To this effect, the theoretical basis of the literature on soft power and foreign cultural policy was reviewed in the study, but the main emphasis was placed on the sources: on the strategies and frameworks of foreign cultural policy of Russia and Spain, intergovernmental and interregional agreements between the two countries, as well as the news materials of printed and Internet media. In the study, the author surveyed the documentary and institutional framework of the Russian-Spanish cultural cooperation, analyzed the activities of public and private agencies and organizations involved in the bilateral cultural exchange, has identified existing preferences among Russian and Spanish citizens in the partner country's culture. As a result, the author identified strengths and weaknesses of cooperation of the Russian Federation and Spain, and formulated five central trends of its development: the increase in the number of bilateral agreements in the cultural sphere, the expansion of the network of cooperation institutions, the involvement of new regions into the cultural exchange, the adoption of educational materials in cultural activities and the securing of the format of cross-cultural years. In addition, the author made a number of recommendations for the preservation and strengthening of cultural ties between Russia and Spain in today’s political situation.
