The evolution of the ideology of interventionism of the United States in the 21st century

Abstract

Такой феномен, как идеология интервенционизма, актуален в научной среде в наши дни в связи с всё большей глобализацией мира, устойчивым ростом взаимосвязанности стран в новом многополярном мире, стремлением мирового сообщества защищать естественные права человека во всех уголках мира. Также благодаря укреплению авторитета международного права и постепенному отходу от изоляционистских внешнеполитических доктрин, всё больше государств интегрируются в систему международных отношений. Более того, в настоящее время в мире усиливается значение таких понятий и принципов, как естественные права человека и равенство людей, что в свою очередь приводит к распространению идей проникновения во внутреннюю политику соседних государств для их защиты. Стоит отметить, что формирование идеологических доктрин во внешней политике США также представляет отличную базу для изучения идеологии дипломатического и военного интервенционизма. Таким образом, предметом данного исследования процесс взаимовлияния идеологии интервенционизма и дипломатии администрации Дж. Буша-мл., Б. Обамы и Д. Трампа , а объектом – идеология внешней политики США, а также исторические прецеденты осуществления данной идеологии ХХI века. Цель исследования заключается в выявлении эволюции идеологии интервенционизма во внешней политике США ХХI века. Для достижения поставленной цели необходимо выполнить следующие задачи: проанализировать идеологические концепции США и выделить основополагающие факторы этих идеологий, рассмотреть и проанализировать перечень основных прецедентов применения идеологии в указанные выше исторические периоды, рассмотреть условия проведения военных интервенций, их причины и идеологическое обоснование, после чего выявить основные тенденции и различия между периодами эволюции понятия. В работе произведено многостороннее изучение феномена интервенционизма. Научная новизна работы заключается в синтезе трех этапов истории, в течение которых произошла качественная эволюция идеологии «интервенционизма», и последующим их сопоставлением и анализе. При изучении использовались такие методы как сравнительный анализ, исторический, системный и институциональный метод.

Such a phenomenon as the ideology of interventionism is relevant in the scientific community nowadays due to the increasing globalization of the world, the steady growth of interconnectedness of countries in a new multipolar world, the desire of the world community to protect natural rights in all corners of the world. Also, thanks to the strengthening of the authority of international law and the gradual departure from the isolationist foreign policy doctrines, more and more states are being integrated into the system of international relations. Moreover, nowadays in the world the importance of such concepts and principles as natural human rights and equality of people is increasing, which in turn leads to the spread of ideas of intervention into the internal politics of neighboring states for their protection. It is worth noting that the formation of ideological doctrines in US foreign policy also represents an excellent basis for studying the ideology of diplomatic and military interventionism. Thus, the subject of this study is the process of interaction of the ideology of interventionism and diplomacy of the administration of J. Bush Jr., B. Obama and D. Trump, and the object is the ideology of US foreign policy, as well as historical precedents for the implementation of this ideology of the XXI century. The purpose of the study is to identify the evolution of the ideology of interventionism in the US foreign policy of the twenty-first century. To achieve this goal, it is necessary to perform the following tasks: analyze the ideological concepts of the United States and highlight the underlying factors of these ideologies, review and analyze the list of main precedents for the application of ideology in the above historical periods, consider the conditions of military intervention, their causes and ideological justification, and then identify the main trends and differences between periods of concept evolution. A multilateral study of the phenomenon of interventionism has been carried out. The scientific novelty of the work consists in the synthesis of three stages of history, during which a qualitative evolution of the ideology of "interventionism" occurred, and their subsequent comparison and analysis. The study used such methods as comparative analysis, historical, systemic and institutional method.
