The prospects and advisability of the institutionalisation of BRICS

Abstract

С момента создания сотрудничество между странами БРИКС становится все более тесным, и механизм сотрудничества постепенно совершенствуется. Страны БРИКС быстро росли после международного финансового кризиса 2008 года и стали развивающейся силой на мировой арене. В экономическом отношении страны БРИК поддерживают стабильный рост, и их национальная мощь постепенно увеличивается, а в политическом плане механизм сотрудничества БРИКС постепенно созревает, формируя многоуровневое и широкомасштабное сотрудничество，также играет все более важную роль в глобальном управлении. За последние десять лет сотрудничество БРИКС достигло всестороннего прогресса в областях координации политики, создания механизмов, экономического сотрудничества и культурных обменов. 2018 год - начало второго «золотого десятилетия» сотрудничества БРИКС, и углубление сотрудничества БРИКС в новом периоде также сталкивается с новыми возможностями и проблемами. С одной стороны, рост стран с развивающейся экономикой усилил жизнеспособность в мировой экономики и повысил международный авторитет стран БРИКС в некоторых областях глобального управления. Богатые ресурсы и целостная производственная система стран БРИКС создали дополнительные условия для экономического развития. Общие интересы стран БРИКС также способствовали дальнейшему развитию сотрудничества стран объединения. С другой стороны, с точки зрения международной обстановки, различные глобальные вызовы добавили неопределенности сотрудничеству БРИКС. Внутри стран БРИКС экономическое развитие каждой страны находится на аналогичной стадии, что усиливает экономическую конкуренцию между странами-членами. Различия в политических системах, идеологиях и традиционных культурах в странах БРИКС также ограничивают реализацию единой политики в государствах объединения. Политика дифференциации и дезинтеграции, принятая западными странами в отношении стран БРИКС, также оказала негативное влияние на их сотрудничество и развитие. Поэтому нам необходимо прогнозировать и анализировать будущие перспективы развития стран БРИКС. Сочетание опыта успешного развития других международных организаций с уникальностью БРИКС, чтобы дать некоторые предложения по развитию сотрудничества стран БРИКС. Судя по нынешней ситуации развития БРИКС, автор полагает, что у его развития есть две возможные перспективы: одна - постоянно расширять механизм, расширять его влияние и постепенно становиться основным механизмом сотрудничества стран Юг-Юг; а другая - оставаться в существующем пространстве и проводить углубленное развитие. Одним словом, сотрудничество БРИКС имеет важные теоретические последствия. В будущем сотрудничество БРИКС может развиваться быстрыми темпами или может топтаться на месте. Но в любом случае, это новая попытка развивающихся стран сотрудничать, отражая различные ценности, видения и амбиции возникающих сил в процессе изменения мироустройства к глобальному развитию.

Since its establishment, cooperations among BRICS countries has become increasingly close, and the cooperation mechanism has been gradually improved. The BRICS countries grew rapidly since the international financial crisis of 2008 and became an emerging force on the world stage. Economically, the BRICS countries maintained stable growth and their national strength has gradually increased, and politically, the BRICS cooperation mechanism has gradually matured, forming multi-level and large-scale cooperation，and playing an increasingly important role in global governance. Over the past ten years, BRICS cooperation has made comprehensive progress in the areas of policy coordination, the creation of mechanisms, economic cooperation and cultural exchanges. 2018 marks the beginning of the second “golden decade” of BRICS cooperation, and the deepening of BRICS cooperation in the new period also faces new opportunities and challenges. On the one hand, the growth of emerging economies has strengthened vitality in the global economy and increased the international authority of the BRICS countries in some areas of global governance. The rich resources and integrated production system of the BRICS countries created additional conditions for economic development. The common interests of the BRICS countries also contributed to the further development of cooperation among the union countries. On the other hand, from the point of view of the international situation, various global challenges have added uncertainty to the BRICS cooperation. Within the BRICS countries, the economic development of each country is at a similar stage, which increases economic competition between member countries. Differences in political systems, ideologies and traditional cultures in the BRICS countries also limit the implementation of a unified policy in the states of association. The policy of differentiation and disintegration adopted by the Western countries in relation to the BRICS countries also had a negative impact on their cooperation and development. Therefore, we need to predict and analyze the future development prospects of the BRICS countries. The combination of the successful development experience of other international organizations with the uniqueness of the BRICS, to give some suggestions on the development of cooperation between the BRICS countries. Judging by the current BRICS development situation, the author believes that there are two possible prospects for its development: one - to constantly expand the mechanism, expand its influence and gradually become the main mechanism of South-South cooperation; and the other is to remain in the existing space and conduct in-depth development. In short, the BRICS cooperation has important theoretical implications. In the future, the BRICS cooperation may develop rapidly or may stagnate. But in any case, this is a new attempt by developing countries to cooperate, reflecting the different values, visions and ambitions of the emerging forces in the process of changing the world order towards global development.
